Scope of Work
The project requires the modernization of three (3) passenger traction elevators and one (1) service traction elevator. The scope includes replacing existing components with new specified equipment. Additionally, the contractor must close off the current elevator motor room entrance from the engineer's room and construct a new exterior door with stairs to comply with building codes. Other associated work involves asbestos and lead-based paint removal, concrete and masonry repair, new exterior metal stair, firestopping, metal doors and frames, interior finishes, fire sprinkler alterations, sump pumps, VRF HVAC systems, electrical and lighting alterations, fire alarm and communications systems alterations, and replacement of a chain-link partition. The building will remain occupied during construction, requiring a minimum of two elevators to remain operational at all times.

Submission & Evaluation
Proposals are due via email to Deatrice.Luck@usdoj.gov. Submissions must be separated into two packages: a Technical Proposal (one with company information, one redacted) and a Pricing Proposal. Offerors must hold prices firm for 90 calendar days. Evaluation factors include Technical Factors, Key Resume, Schedule, Past Performance, and Price, with Technical Factors, Key Resume, Schedule, and Past Performance being significantly more important than Price. A signed copy of the solicitation must be included with the proposal. The solicitation now includes FAR 52.232-12 for Advance Payments.
