This notice is issued by the Department of Housing and Urban Development (HUD) to conduct market research for Electronic Security Systems Installation and Maintenance (ESSIM). The goal is to identify interested parties with the resources to support this requirement and to help determine the procurement method. The applicable NAICS code is 561612 - Protective Service Occupations.

HUD maintains enterprise-wide Physical Access Control Systems (PACS), Video Surveillance Systems (VSS), and Intrusion Detection Systems (IDS) to safeguard federal facilities, personnel, and assets, supporting FIPS 201 and HSPD-12 compliance. The current services are provided by Echelon Services and include system operations, maintenance, access credentialing, monitoring, and lifecycle sustainment.

The requirement involves the installation and maintenance of Homeland Security Presidential Directive 12 (HSPD-12) compliant Electronic Security Systems (ESS). This includes restoring/installing PACS, VSS, IDS, and intercoms. The contract will be fixed-price with discrete task orders. The scope covers distinct areas of performance and requirements necessary to support HUD's ESSIM.

• Demonstrable knowledge in diverse areas of Electronic Security Systems (ESS).

The government is seeking industry capabilities to provide continued and/or enhanced support for Physical Access Control Systems (PACS), Video Surveillance Systems (VSS), and Intrusion Detection Systems (IDS). This includes installation and maintenance of Homeland Security Presidential Directive 12 (HSPD-12) compliant Electronic Security Systems (ESS). Specific tasks include restoring Software House PACS, Innometriks hardware, Video Surveillance Systems (VSS), Intrusion Detection Systems (IDS), and intercoms. The contract will be fixed price with discrete task orders.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the installation and maintenance of Electronic Security Systems (ESS) for the Department of Housing and Urban Development (HUD), in compliance with Homeland Security Presidential Directive 12 (HSPD-12).

• Installation Services: This includes the installation or restoration of Software House PACS, Innometriks hardware, Video Surveillance Systems (VSS), Intrusion Detection Systems (IDS), and intercoms. Specific tasks may include configuring C*Cure 9000 systems, iStar controllers, and CCTV equipment, as well as providing user training and warranty services.

• Maintenance Services: This involves preventive and corrective maintenance for installed system components. The contractor is responsible for providing all parts for repair or replacement and conducting preventative maintenance. This also includes software support for C*Cure 9000, and maintenance of iStar Controllers, Physical Access Control Components, CCTV systems, and Intrusion Detection and Alarm Systems.

• The PWS includes a Performance Requirements Summary (PRS) detailing specific performance standards, acceptable quality levels, methods of surveillance, and incentives/deductions based on performance for tasks such as project preparation, project execution, contractor punctuality, and successful system testing.

• Service Level Agreements (SLAs) are defined for resource availability, response times for general and critical communication requests, customer service response center availability, and delivery of contract deliverables.

• Period of Performance: February 23, 2026 (or Contract Awarded Date) through September 30, 2026 (Base Year).

• Place of Performance: HUD Headquarters, 2415 Eisenhower Ave, Alexandria, VA.

• Security: All contractors and subcontractors must be HSPD-12 cleared and pass required background checks to perform work within HUD space.

• Personnel: A Program Manager is designated as a Key Person, requiring specific qualifications and approval for any substitutions.

• Deliverables: Include a Program Management Plan, Monthly Status Reports, Installation Quotes, Design Documents, As-Build documents, Transition-In Plan, and Transition-Out Plan.

• Compliance: Adherence to Section 508 of the Rehabilitation Act for all web-based content and applications is required.

• Information Security: Compliance with all HUD security requirements, including Multi-Factor Authentications and IT Security Policy Handbook 2400.25, is mandatory.
