Quick Summary
The U.S. Forest Service (USDA-FS) is re-issuing a Request for Information (RFI) for the End of the World (EOTW) Long Term Stewardship initiative within the Nez Perce-Clearwater National Forest, Grangeville, ID. This RFI seeks feedback on a potential 10-year G-Z Integrated Resource Stewardship Contract aimed at reducing insect/disease/wildfire risks and restoring forest health. While the initial RFI response date has passed, the Forest Service continues to share draft documents, including recent attachments (February 2, 2026) detailing proposed road reconstruction work in the Jungle Bird contract area, and welcomes ongoing feedback on these materials.
Purpose & Scope
The primary objective is to gather industry feedback during the project development stage to inform the scope, structure, and feasibility of future solicitations. The initiative focuses on increasing forest resilience, managing towards characteristic landscape patterns, and moderating fire behavior. The project area covers approximately 17,000 gross acres for treatment, with a potential for up to 49,565 acres as outlined in the Record of Decision. The anticipated contract term is up to 10 years, involving an estimated 50+ Million Board Feet (MMBF) of commercial timber.
Anticipated Services
The scope of work may include:
- Road Management: Maintenance, reconditioning, construction, gravel crushing, and decommissioning (excluding detailed road design). Recent attachments (11 and 12) provide specific quantities and worklists for road reconstruction in the "Jungle Bird" area.
- Timber Operations: Removal (logging by tractor, skyline, shovel, tethered systems), transportation, and timber sale preparation (unit layout, GPS traversing, marking, cruising).
- Forest Treatments: Temporary road construction/obliteration, low value stand treatment (precommercial thinning, mastication), biomass removal (thinning non-merchantable material, chipping), and fuel break treatments (slash piling, handline/mechanical line construction).
Contract & Terms
The anticipated 10-year Integrated Resource Stewardship Contract will likely feature:
- Timber value estimates based on Forest Service appraisal systems.
- Payment for service work by acre, ton, or linear foot, with road activities priced by mile or contract quantity.
- Product value from timber sales used to offset service work costs.
- Davis-Bacon wages for road construction requirements and Service Contract Act wages for non-construction services.
- Road construction will be subject to applicable bonding thresholds.
Key Dates & Actions
- Site Visit: A site visit was scheduled for October 30, 2025, to discuss the project in detail.
- Feedback: Although the formal RFI response deadline (September 17, 2025) has passed, feedback, comments, or questions regarding the shared draft documents are still welcome.
- Contact: Matt Daigle, Stewardship Acquisition Program Support Officer, at matthew.daigle@usda.gov or 605-415-9057.
Additional Notes
This is a Sources Sought/RFI notice for planning purposes only; it is not a solicitation, and no contract will be awarded from this RFI. Responses will directly influence project design and future solicitations, with a tentative solicitation release in Spring 2026 and award in Summer/Fall 2026.
