• Seeks to enable the Department of the Air Force (DAF) to scale weapon systems rapidly.

Areas of Interest (AOI):

• AOI 01: EF Technology Sprints: Focuses on smaller projects to reduce technical risk in specific enabling technology areas. Key technical challenges include:
  • Model-Based Quality Assurance & Digital Certification
  • Modular Integration & Factorial Manufacturing
  • IntelDevOps: Battlefield-Informed Adaptive Engineering
  • Software-Defined Manufacturing & Physical AI
  • Secure Data Exchange and Validation
  • Engines and Subsystems
  • Other related digital thread technologies.
• AOI 02: Technology Demonstration: Focuses on demonstrating the overall Endless Forge concept. Key areas include:
  • Attrition-Tolerant Mass & Subsonic Systems (sUAS/Munitions/Decoys)
  • Autonomous Collaborative Platforms (ACPs)
  • Space Systems and Ground Support Equipment for Space
  • High-Speed Affordable Weapons

Program Support:

• AFRL may support emerging companies in obtaining necessary clearances or infrastructure for classified environments.

Timeline:

• A notional timeline for AOI 2 demonstrations is provided, with key events and target completion dates.
• Phase I requires a White Paper submission, accepted up to 24 months after release.

Solicitation / RFP / RFQ

This document is an Open Period Solicitation (MAA FA2394-24-R-B003) from the Air Force Research Laboratory, Materials and Manufacturing Directorate (RX), for research and development efforts in Manufacturing and Industrial Technologies, Composite, Ceramic, Metallic, and Materials Performance, and Integration and Operations. The solicitation is for prototype projects and research, utilizing "Other Transaction" (OT) authorities.

• The primary deliverable is white papers, with subsequent proposals for selected efforts.

• Deliverables may include Data Items (CDRLs), Software (TBD), Hardware (TBD), and other items (TBD) based on proposals.

• Efforts may require up to TOP SECRET facility security clearance and safeguarding capability.

• Export control regulations (ITAR/EAR) apply, requiring a certified DD Form 2345.

• Science and Technology (S&T) protection plans may be required.

• Anticipated contract types include OT for Prototype and Cost Plus Fixed Fee (CPFF).

• This is an unrestricted solicitation. Small businesses are encouraged to propose.

• Foreign participation is not authorized at the prime contractor level.

• Offerors must refer to MAA FA2394-24-R-B003 and any MAA Amendments.

• Government anticipates an initial virtual industry day in late March.

• Cost sharing is not required.

• Government Furnished Property (GFP) and Base Support are not anticipated.
