Opportunity Overview

Endless Forge represents a new manufacturing paradigm, shifting from traditional value chains to adaptive, fast-acting regionalized production networks. The program aims to provide the DAF with the ability to scale any weapon system at speed through a platform-agnostic approach. The desired end result is a Contractor-Owned, Contractor-Operated (COCO) service available to all government customers.

Scope of Work

AFRL is interested in innovative products, technologies, and services across two primary Areas of Interest (AOI):

  • AOI 01: EF Technology Sprints focuses on reducing technical risk in enabling technologies such as Model-Based Quality Assurance & Digital Certification, Modular Integration & Factorial Manufacturing, IntelDevOps, Software-Defined Manufacturing & Physical AI, Secure Data Exchange, and Engines & Subsystems.
  • AOI 02: Technology Demonstration aims to demonstrate the overall Endless Forge concept through applications like Attrition-Tolerant Mass & Subsonic Systems, Autonomous Collaborative Platforms (ACPs), Space Systems, and High-Speed Affordable Weapons. The program emphasizes integrating the network/ecosystem and architecting interactions across entities for enterprise-wide interoperability and visibility.

Contract Details

This is an unrestricted solicitation, encouraging small business participation. Foreign participation is not authorized at the prime contractor level. Anticipated contract types include Other Transaction (OT) for Prototype and Cost Plus Fixed Fee (CPFF). The total program estimated cost is $149 Million, with multiple awards anticipated. The period of performance is approximately 36 months per award.

Submission & Evaluation

The primary deliverable is white papers, which are due by 1400 EST on February 19, 2028. White papers have a 5-page limit and should be submitted electronically to Marina Papayanki (marina.papayanki@us.af.mil). Subsequent proposals will be requested for selected efforts. Offerors must address significant security requirements, including potential TOP SECRET facility security clearance, adherence to ITAR/EAR, and submission of a certified DD Form 2345. Personnel accessing government facilities or IT networks must be U.S. citizens. Required forms include the Research and Related Senior and Key Person Profile, Security Program Questionnaire, and Privacy Act Statement. Technical reports must follow the AFRL ANSI NISO Based Guide. Evaluation embraces model-based acceptance and performance-based qualification.

Key Clarifications

The government is exploring data sharing options and encourages solutions that include Additive Manufacturing (AM) technologies. The goal is to establish an agile production network for quick variant delivery, not solely multi-vendor production for capacity. AFRL is open to value-added resellers and is addressing concerns of small shops regarding experimental failures through potential shared insurance pools. Vendors can submit for AOI1, AOI2, or both, with multiple rolling awards anticipated.
