Scope of Work
The contractor will provide comprehensive engine wash water sample testing services for USCG MH-65E helicopters. This includes providing sample containers, managing outbound shipping of kits to USCG units/cutters, receiving returned samples, performing laboratory analysis, providing specific test results documentation, and sending notifications. The USCG is responsible for collecting the water samples. Testing must be conducted by an accredited laboratory in accordance with Section 303 of the Clean Water Act and USCG standards, covering parameters such as appearance, pH, conductivity, dissolved solids, and ash. Reports detailing these parameters are required within seven (7) days of sample receipt. An estimated 100 samples will be tested annually. Subcontracting of laboratory testing services is permitted.

Evaluation & Submission
Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Only the lowest-priced quotation will be evaluated for technical acceptability, which will be rated as "acceptable" or "unacceptable" based on meeting Statement of Work requirements. A critical requirement is the ability to perform ash content analysis; inability to test for ash will render a quote technically unacceptable. Offerors must hold their prices firm for 60 calendar days.
