Scope of Work

The contractor will provide all personnel, equipment, tools, materials, and services for on-wing and/or in-test cell engine water washing. This includes cleaning jet engine cores using heated, deionized water and detergent to restore performance and reduce fuel consumption. Services are required for F108-CF-100/201 (KC-135R/T), F138-GE-100 (C-5M), TF33-P-103 (B-52H), TF33-P-100A (E-3B/G), and F139-PW-100 (KC-46A) engines. Key requirements include environmentally compliant effluent management, Foreign Object Damage (FOD) prevention, and a phased mobilization plan to support six locations per region within 30 days and all regions within 60 days of award. Approximately 700 engines annually require services.

Contract Details

This will be a Firm Fixed-Price (FFP), single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a one-year base period and four (4) one-year option periods, totaling five potential contract years. The anticipated period of performance is June 20, 2026, to June 19, 2031. The acquisition is full and open competition under NAICS code 488190 (Other Support Activities for Air Transportation) with a $40M size standard, and PSC J028 (Maintenance, Repair And Rebuilding Of Equipment: Engines, Turbines, And Components).

Submission Requirements

Proposals must be submitted electronically in two volumes to Kayla Corsi (kayla.corsi@us.af.mil) and Laura Burnette (laura.burnette@us.af.mil) by the due date. The email subject line must be "FA8626-26-R-B001, Engine Water Wash". Allowable attachments are .pdf, .docx, or .xlsx.

  • Volume I - Technical Capability (20-page limit): Must address Schedule & Wash Effectiveness, Environmental Plan, Equipment Procedures, Subcontractor Management & Small Business Participation (including a Small Business Participation Commitment Document (SBPCD) from all offerors), and Prior Experience. A valid DD2345 (Militarily Critical Technical Data Agreement) or draft is required.
  • Volume II - Price Proposal and Contract Documentation (Unlimited page limit): Includes a completed Pricing Matrix (Attachment 6), SF 1449, and Representations & Certifications. Offerors must hold prices firm for 120 calendar days.

Evaluation Criteria

Proposals will be evaluated using FAR Part 13 Simplified Acquisition Procedures. Technical Capability is significantly more important than Price. Technical Capability will be rated Acceptable/Unacceptable, with technical risk also assessed for Equipment Procedures. Tradeoffs between price and technical risk are permitted.
