Submission Requirements
Proposals must be submitted electronically in two volumes:
- Volume I - Technical Capability (20-page limit): Must detail the approach for schedule and wash effectiveness (including mobilization to 6 locations per region within 30 days and 100% of all regions within 60 days), environmental plan (preliminary HAZMAT), equipment procedures (safety, FOD prevention, USAF flightline operations), subcontractor management, small business participation, and prior relevant experience within the last five years.
- Volume II - Price Proposal and Contract Documentation (Unlimited page limit): Includes a completed Attachment 6 (Pricing Matrix), SF 1449, Representations & Certifications, and a valid DD2345. The pricing unit "Each" refers to a single engine wash.
Evaluation Criteria
Proposals will be evaluated using FAR Part 13 Simplified Acquisition Procedures. Award will be based on a best value determination, with Technical Capability significantly more important than Price. Technical Capability will be rated Acceptable/Unacceptable, and tradeoffs between price and technical risk are permitted.
