This document is a General Decision Number (NC20260009) dated 01/02/2026, which supersedes NC20250009. It specifies prevailing wage rates for building construction projects in New Hanover County, North Carolina. The scope excludes single-family homes and apartments up to and including 4 stories.

This document provides the required wage rates for various construction crafts and labor categories (e.g., Ironworker, Pipefitter, Bricklayer, Carpenter, Electrician, Laborer, Operator, Painter, Plumber, Roofer, Sheet Metal Worker, Truck Driver). Contractors bidding on or performing relevant federal construction projects in the specified area must adhere to these wage and fringe benefit rates. It also includes notes on Executive Orders related to paid sick leave (EO 13706) and minimum wage (EO 13658), as well as information on the wage determination appeals process.

Statement of Work (SOW)

To provide the U.S. Army Corps of Engineers, Wilmington District, Engineer Repair Yard (ERY) warehouse with a replacement roof.

• Remove and replace twenty (20) existing 3' x 10' translucent roof panels with new ones, using new corrosion-resistant fasteners.

• Replace a damaged eave strut in the southeastern corner bay with a new 10"x4"x4" 12 ga. double sloped eave strut (ASTM A1003, Grade 50).

• Repair perforated roof and wall sheathing in the southeastern corner by cleaning and installing metal patches (minimum 24-gauge steel).

• Clean and prepare the entire roof for a new uniflex roof coating system, including applying silicone sealant to penetrations. The roof dimensions are approximately 48'x100'.

• Remove and replace damaged timber framing, sheathing, insulation, and ceiling directly under the eave strut replacement due to water damage and potential mold. The damaged area is approximately 18'x4'.

• Test for and remediate mold in the damaged area.

• Dispose of or recycle all removed material and debris off-site.

• Work shall be accomplished in phases to minimize exposure of warehouse contents.

• Period of Performance (POP): 90 days from the contract award date.

• Worksite Location: U.S. Army Corps of Engineers, Wilmington District, Engineer Repair Yard, 232 Battleship Road, Wilmington, NC 28401.

• Pick-ups and deliveries at ERY: Monday-Friday, 0800-1500 hours.

• Compliance with EM 385-1-1, Safety and Occupational Health Requirements (Revision 15-MAR-2024).

• Compliance with Federal & State Transportation Laws & Regulations.

• Contractor must field verify all dimensions prior to beginning work.

• Any additional repairs discovered during roof removal must be documented on a Condition Found Report (CFR) and submitted to the TPOC and Contracting Officer (KO) within 15 days of the end of the POP.

• A Level 2 Site Safety and Health Officer (SSHO) and a Competent Person (CP) for Fall Protection are required.

• General security requirements, Antiterrorism (AT) Level 1 training, and physical security/access control requirements apply.

• Pre-screening of candidates using the E-Verify Program is required.

• Invoicing requirements include specific information such as Contract #, Invoice #, Company Name/Address, CLINs, description, quantity, unit price, extended price, and small business status.

• No work shall be scheduled on Federal Holidays.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) under FAR Part 13 - Simplified Acquisition Procedures for non-commercial acquisitions. The project involves the "Engineer Repair Yard Warehouse Roof Replacement" located at the Engineer Repair Yard, 232 Battleship Road, Wilmington, NC 28401. The estimated magnitude of construction for this project is between $25,000.00 and $100,000.00. This is a 100% Small Business Set-Aside.

• The primary deliverable is the replacement of the warehouse roof at the Engineer Repair Yard.

• Award will be made to the lowest priced, technically acceptable quote.

• Offerors must submit Annual Representations and Certifications via email with their quote (Section 00 45 00 - Provision 52.204-8).

• The Statement of Work (SOW) and Wage Determination are incorporated by reference.

• Contract Type: Firm Fixed Price.

• Period of Performance: 10 calendar days to begin performance after notice to proceed, and 90 calendar days to complete performance.

• Performance Bonds: Not required.

• Requests for Information or Questions Deadline: April 2, 2026, 2:00 PM ET.

• Quote Submission Deadline: April 14, 2026, 2:00 PM ET.

• Evaluation Criteria: Lowest Priced, Technically Acceptable (LPTA).

• Offerors must be registered in the System for Award Management (SAM) with no active exclusions.

• Technical Acceptability Requirements:

  • SAM registration and no active exclusions.
  • Metal roof system installer must be approved/authorized by the manufacturer with at least 3 years of experience and capable of providing the specified warranty.
  • Must submit a valid North Carolina general contractor's license with an "S" (Roofing) classification.
  • Must provide a 10-year or longer warranty for workmanship.
  • Must demonstrate previous experience with similar work (minimum of two contracts/projects).
  • Must submit a technical proposal demonstrating ability to meet SOW requirements.

• 100% Small Business Set-Aside.

• A site visit is scheduled for Wednesday, April 1, 2026, at 1:00 PM ET at the Engineer Repair Yard, 232 Battleship Road, Wilmington, NC 28401. RSVP is required by March 31, 2026, 12:00 PM ET. No makeup site visits will be provided.
