Scope of Work
The project involves the comprehensive replacement of the warehouse roof at the Engineer Repair Yard. Key tasks include removing and replacing twenty translucent roof panels, replacing a damaged eave strut, repairing perforated roof and wall sheathing, and cleaning/preparing the entire 48'x100' roof for a new uniflex coating system. Additionally, the contractor will remove and replace approximately 18'x4' of water-damaged timber framing, sheathing, insulation, and ceiling, including mold remediation. All removed materials must be disposed of or recycled off-site. Work must be accomplished in phases to minimize exposure of warehouse contents. Compliance with EM 385-1-1 Safety and Occupational Health Requirements, Federal & State Transportation Laws, and E-Verify is mandatory. A Level 2 Site Safety and Health Officer (SSHO) and a Competent Person (CP) for Fall Protection are required.
Contract Details
This is a Firm Fixed Price contract with a Period of Performance of 90 calendar days from the contract award date. The place of performance is the Engineer Repair Yard, 232 Battleship Road, Wilmington, NC 28401. The prevailing wage rates for New Hanover County, NC, as specified in Wage Determination NC20260009, apply to this project. Performance bonds are not required.
Evaluation & Submission
Award will be based on the Lowest Priced, Technically Acceptable (LPTA) offer. To be considered technically acceptable, offerors must:
- Be actively registered in SAM with no exclusions.
- Provide a metal roof system installer approved/authorized by the manufacturer with at least three years of experience and capable of providing the specified warranty.
- Possess a valid North Carolina general contractor's license with an "S" (Roofing) classification.
- Offer a workmanship warranty of 10 years or longer.
- Demonstrate previous experience on a minimum of two similar contracts/projects.
- Submit a technical proposal clearly demonstrating the ability to meet all Statement of Work requirements. Quotes, along with Annual Representations and Certifications, must be submitted electronically via email.
