Quick Summary
The Department of the Army (DA) is soliciting competitive proposals for Enhanced Use Leases (EULs) of non-excess land at Anniston Army Depot (AL), Fort Drum (NY), and Pine Bluff Arsenal (AR). This Request for Proposals (RFP) seeks private, public, or not-for-profit entities to design, finance, develop, operate, and decommission mineral processing facilities under a 50-year lease, with potential for renewal. This is a real estate transaction under 10 U.S.C. § 2667, not a traditional acquisition.
Scope of Work
Offerors will be responsible for all aspects of the mineral processing facility, including:
- Design, Financing, Permitting, Development, Construction, Installation, Ownership, Maintenance, Operation, Security, and Decommissioning.
- The project must be financially viable without DA contribution.
- Compliance with all applicable federal, state, and local laws, codes, ordinances, and regulations, including environmental standards and the Davis-Bacon Act for in-kind consideration work.
- Restoration of the property to its original condition upon lease expiration.
- Lessee is responsible for site preparation, access, utilities, permitting, taxes, and fees.
