Scope of Work
Selected Offeror(s) will be responsible for the entire lifecycle of the mineral processing facility project, including:
- Design, financing, permitting, development, construction, installation, ownership, maintenance, operation, security, and decommissioning.
- Ensuring the project is viable without any monetary or other contribution from the DA.
- Compliance with all applicable federal, state, and local laws, codes, ordinances, and regulations, including environmental (e.g., NEPA, CERCLA, RCRA, NHPA, ESA) and safety standards.
- Specific considerations for Fort Drum include airfield obstructions and Electromagnetic Environmental Effects (E3).
- Providing plans for utilities, access, parking, and physical security.
- Restoring the property to its original condition upon lease expiration.
- A decommissioning bond will be required.
Contract Details
- Type: Enhanced Use Lease (EUL) via Request for Proposals (RFP). This is a real estate transaction, not governed by the Federal Acquisition Regulation (FAR).
- Term: Fifty (50) years, with a potential option to renew.
- Consideration: In-kind, cash, or a combination thereof, not less than the fair market value of the lease interest. The DA's preference is for in-kind consideration.
- Locations: Offerors may propose projects on all or portions of properties at any one or more of the three installations.
Eligibility & Set-Aside
- Eligibility: Offerors must be organized under U.S. laws, have majority domestic ownership and control, and a physical place of business in the U.S. Ineligible persons include those debarred or suspended.
- Set-Aside: None specified. This is an open competition.
Submission & Evaluation
- Proposals Due: May 11, 2026, by 5:00 P.M. (EDT).
- Questions Due: May 1, 2026, by 12:00 P.M. (EDT).
- Site Tours: Scheduled for May 1, 2026 (Pine Bluff Arsenal), May 4, 2026 (Anniston Army Depot), and May 5, 2026 (Fort Drum). RSVP required by April 27, 2026.
- Evaluation Factors: Proposals will be evaluated based on five equally weighted factors: Project Description, Project Plan, Financial Capability, Organizational Structure/Experience/Past Performance, and EUL Consideration (Rent).
- Award: The DA will select the Offeror(s) whose proposal offers the best overall value. The DA reserves the right to make multiple awards or reject any/all proposals.
