This RFI is crucial for potential bidders interested in providing medical surveillance and occupational medicine services to DHS. Responses will help DHS understand the market's capacity, identify potential contractors, and shape future solicitations. Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a multi-award Strategic Sourcing Vehicle (SSV) to provide comprehensive medical surveillance and occupational medicine screening services for the Department of Homeland Security (DHS) personnel nationwide and in U.S. territories. The goal is to ensure a mission-ready and resilient DHS workforce by protecting personnel from health threats and work-related injuries or disabilities.

The SSV will cover services throughout the employment lifecycle, from Entry on Duty (EOD) through separation. Key services include:

• Medical surveillance exams (baseline, periodic, exit)

• Pre-employment mental health screening and specialized consults

• Occupational medicine and health screening assessments (pre-placement, fitness-for-duty, functional capacity, return-to-work)

• Medical surveillance testing (e.g., respiratory, lead, hearing, asbestos, TB, vision)

• Regulatory compliance examinations (OSHA, CDC, NIOSH)

• Travel health services (consultations, vaccines, medications)

• Immunizations and post-exposure prophylaxis

• Wellness consultations and health promotion events

• Occupational injury and illness evaluations

• Occupational health record management, integration, and interoperability

• Onsite/mobile outreach clinics and regional support

• Program management, quality assurance, and medical credentialing support

• Ordering Period: Base period of 12 months plus four 12-month option periods. Periods of performance will be established at the task order level.

• Place of Performance: Contractor facilities, network clinics, and/or on-site at DHS locations. Services must be available in all 50 states, the District of Columbia, and U.S. territories.

• Covered Personnel: Includes a wide range of DHS personnel such as Special Agents, Law Enforcement Officers, Federal Air Marshals, and others requiring surveillance or medical services.

• Quality Management: Contractor must implement a medical quality management framework, including performance measures, risk management, provider credentialing, and adherence to SOPs and clinical protocols.

• Personnel Qualifications: Medical personnel must meet specific licensing, certification, and experience requirements, with physicians and nurses having defined minimums. Key personnel roles (Program Manager, Medical Director, etc.) are also defined with specific qualifications.

• Security & Privacy: All contractor personnel must undergo background investigations and comply with DHS security, privacy, and data protection policies. Electronic systems must be FedRAMP Moderate compliant and maintain a DHS Authority to Operate (ATO).

• Reporting: Contractor must provide quarterly and annual reports, as well as incident reports and other deliverables as specified.
