The platform must support customized learning paths and meet detailed functional requirements outlined in the updated Attachment J.2 Requirements Questionnaire and Attachment J.2a IDAM Requirements Checklist. Key areas include platform functionalities, course content (e.g., CompTIA certifications, cloud computing, AI/ML), assessments (end-of-course required), reporting, security, compliance, architecture (no cloud-only authentication), and integration capabilities (SAML 2.0, SCIM 2.0, Active Directory).
Contract & Timeline
This is a Solicitation for a Blanket Purchase Agreement (BPA) with firm-fixed-price call orders. The BPA will have a duration of five years, consisting of five 12-month ordering periods. The estimated value of the BPA is $3,150,000.00. Performance and support are required within the continental United States (CONUS) and to Puerto Rico, Alaska, Hawaii, Guam, Virgin Islands, and Northern Mariana Islands, with consistent pricing across all locations. There is no set-aside for this opportunity.
Evaluation & Submission
Award will be made to responsible offerors whose proposals are technically acceptable and represent the lowest evaluated price (Lowest Price Technically Acceptable - LPTA). Proposals will be grouped by proposed online platform solution. Offerors must be authorized resellers of the proposed software or the OEM. Proposals, including the completed Attachment J.2 Requirements Questionnaire and pricing in the updated Attachment J.3 Training Platform Price Workbook (which includes a one-time setup fee CLIN), must be submitted electronically to magdalena_torres@ao.uscourts.gov and andrew_bunk@ao.uscourts.gov no later than October 9, 2025, at 10:00 AM ET. Proposals must remain valid for at least 120 calendar days.
Important Notes
Judiciary procurement policies are not subject to the Federal Acquisition Regulation (FAR). This is a new requirement with no incumbent. The new platform is separate from the agency's existing LMS (Cornerstone) and is intended to supplement existing offerings with IT-specific training.
