Purpose & Scope
The AO's Department of Technology Services (DTS) Systems Development and Support Office (SDSO) seeks an online enterprise training platform to enable upskilling, reskilling, and continuous learning for the federal judiciary's technical workforce. The platform must offer a wide range of readily available, affordable, and up-to-date online courses, including 22 mandatory courses for technical staff, and support customized learning paths. The solution must meet detailed functional, security, and Identity, Credential, and Access Management (ICAM) requirements outlined in Attachments J.2 and J.2a. Performance is required within CONUS and specified OCONUS locations (Puerto Rico, Alaska, Hawaii, Guam, Virgin Islands, Northern Mariana Islands).

Key Requirements
The platform must provide:
- Content: A vast library covering at least 21 specific technical topics (e.g., cloud engineering, AI, network security) and business-related subjects, with varying difficulty levels and hands-on labs (except for specific non-technical topics). End-of-course assessments are mandatory.
- Functionality: Intuitive UI, student management, customer support, scalability, business continuity, role-based security, white-labeling, and mobile-friendliness.
- Security & Integration: Adherence to stringent ICAM requirements (SAML 2.0, OAuth 2.0, OIDC, SCIM, AD integration), FIPS-compliant cryptography, audit trails, and robust data security (encryption in transit/at rest, privacy, incident response). SSO/SAML, LDAP, and open API support are required.
