Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy, specifically the Naval Surface Warfare Center Panama City Division (NSWC PCD), has issued a Sources Sought / Request for Information (RFI) for EOD NexGen UBAs. This market survey aims to identify current commercial capabilities and industry capacity for product improvement regarding closed-circuit underwater breathing apparatus (UBA) to meet U.S. Marine Corps (USMC) Explosive Ordnance Disposal (EOD) diving requirements. This RFI is open to both large and small businesses. Responses are due by March 10, 2026, at 5:00 PM ET.
Purpose & Scope
The primary purpose is to assess available closed-circuit, mixed-gas diving systems for military operations in deep and shallow water (0 to 328 fsw), capable of operating with N2O2 (air) and HeO2 (88/12) diluents. Key requirements include:
- Primary Capability: Closed-circuit, mixed-gas diving system for military EOD operations.
- Certification: Current NAVSEA 00C certification, in process, or certified with a foreign military.
- Performance: Specific partial pressure of oxygen (PPO2) limits at various depths and breathing rates, with automatic PPO2 control (±0.15 ATA).
- Magnetic Signature: Compliance with STANAG 2897/Class A.
- Interoperability: Full-face mask meeting magnetic signature standards and potential integration with existing buoyancy compensators (e.g., Dive Rite MILPAC).
- Dive Computer/Controller: Real-time dive computation, scheduling, Heads-Up Display (HUD) for rig status and alerts, adaptive decompression, and situational awareness.
- Environmental: Operational capability in extreme maritime environments (34°F to 99°F water, high particulate, zero visibility, up to 1 knot currents) and MIL-STD 810 compliance for storage, transport, and operation.
Submission Requirements
Respondents should submit information electronically in PDF or Microsoft Word format. For submissions exceeding 10MB or containing proprietary information, a DoD SAFE Drop off can be requested. Submissions must detail how proposed solutions meet primary and secondary requirements, noting any constraints or limitations. Required information includes:
- Domestic manufacturing company details (name, POC, address, CAGE code, business size, authorized resellers).
- Technical literature.
- Estimated unit cost, production timeframe, and estimated units fielded.
- Information on commercial use.
