Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy, specifically the Naval Surface Warfare Center Panama City Division (NSWC PCD), is conducting a market survey through a Sources Sought/Request for Information (RFI) for Explosive Ordnance Disposal (EOD) Next Generation Underwater Breathing Apparatus (UBAs). This RFI aims to assess current commercial closed-circuit UBA capabilities and industry capacity for product improvement to meet U.S. Marine Corps and Navy EOD diving requirements. Responses are due by March 10, 2026, 5:00 PM EST.
Scope of Work
The Navy is seeking closed-circuit, mixed-gas diving systems capable of military operations in deep and shallow water, utilizing N2O2 (air) and HeO2 (88/12) diluents from 0 to 328 feet of seawater (fsw). Key requirements include:
- Primary Capabilities: Closed-circuit, mixed-gas system for military diving (0-328 fsw) with N2O2 and HeO2 diluents.
- Certification: Current NAVSEA 00C certification, in process, or certified with a foreign military.
- Performance: Specific resistive effort limits (WOB/L or KPa) and automatic Partial Pressure of Oxygen (PPO2) control within ±0.15 ATA.
- Magnetic Signature: Compliance with STANAG 2897/Class A.
- Interoperability: Potential integration with existing buoyancy compensators (e.g., Dive Rite MILPAC).
- Dive Computer/HUD: Real-time dive computation, scheduling, and a Heads-Up Display (HUD) for status and alerts, with secondary adaptive decompression and situational awareness.
- Environmental: Operational in extreme maritime environments (34°F to 99°F water, high-particulate, zero-visibility, up to 1 knot currents) and MIL-STD 810 compliance for storage, transport, and operation.
Submission & Evaluation
Responses are invited from both large and small businesses and should be submitted electronically in PDF or Microsoft Word format. For submissions exceeding 10MB or containing proprietary information, a DoD SAFE Drop off can be requested. Respondents must detail how their proposed solution meets primary and secondary requirements, noting any constraints. Required information includes domestic manufacturing details, technical literature, estimated unit cost, production timeframe for quantities of 5, 50, and 200 units, estimated units fielded, and commercial use. This RFI is for planning purposes only and will inform future acquisition decisions.
