Quick Summary
The Department of the Air Force has issued a Special Notice to communicate all remaining Engineering, Professional, and Administrative Support Services (EPASS) Round 3 Fair Opportunity Competition (FOC) opportunities for the Air Force Life Cycle Management Center (AFLCMC). This program is a 100% Small Business set-aside. A significant policy change, effective April 24, 2025, discontinues the requirement for contractors to recertify Small Business size status at the task order level for FOCs awarded against the GSA OASIS+ Small Business (SB) IDIQ.
Program Details
The EPASS Program Office is responsible for acquiring Advisory and Assistance Services (A&AS) for AFLCMC, HQ AFMC, and AFIT. To be eligible for task order awards, prospective prime offerors must be within the GSA OASIS+ Small Business IDIQ domain and NAICS as indicated on the Task Order Phasing Plan. Fair Opportunity Proposal Requests (FOPRs) are communicated to respective GSA OASIS+ Small Business vendors via https://www.ebuy.gsa.gov/ebuy/.
Key Policy Update
Effective April 24, 2025, EPASS will no longer require contractors to recertify Small Business (SB) size status at the task order level for FOCs awarded against the GSA OASIS+ Small Business (SB) IDIQ. This change aligns with the OASIS+ SB IDIQ Solicitation #47QRCA23R0001, Section G.3.1.7, and reinforces EPASS's commitment to maximizing opportunities for small businesses.
Phasing Plans & Timelines
Multiple EPASS Phasing Plan documents have been provided, with the latest (EPASS Phasing Plan 20260211.pdf, posted 2026-02-11) detailing projected opportunities within the GSA OASIS+ Small Business Domain. These plans list various programs, customers, projected dates for key milestones (FOPR, proposal receipt, award), prime contractors, GSA IDIQ pools, and socio-economic set-asides. They serve as a roadmap for upcoming contracting actions, allowing vendors to anticipate future needs and strategize.
