This solicitation is for the purchase and delivery of dutiable (Full Tax) heating oil to U.S. Embassy Government installations in Athens and Thessaloniki, Greece.

• Provision of high-grade heating oil with 0.1% sulfur content.

• Delivery by tanker truck.

• Minimum delivery quantity of 1,000 liters per delivery.

• Adherence to all applicable Greek government laws and regulations regarding environmental compliance and spill recovery.

• Contractor personnel must comply with U.S. Government regulations and be courteous and able to communicate in English.

• Contract Type: Fixed Price with Economic Price Adjustment, Indefinite Quantity/Indefinite Delivery.

• Base Period: April 10, 2026, to April 09, 2027.

• Option Years: Three (3) option years, each from April 10 to April 09 of the following year, extending through April 09, 2030.

• Minimum Order Quantity per year: 10,000 liters.

• Maximum Order Quantity per year: 40,000 liters.

• Price Adjustment: Unit price per liter will be adjusted based on the current index rate (Hellenic Petroleum price) plus a fixed contractor margin. The index rate is based on the rate one day prior to the proposal due date and fluctuates daily. The U.S. Government will not adjust for currency devaluations or exchange rate fluctuations.

• Value Added Tax (VAT): Not included in CLIN rates; will be priced as a separate line item.

• Quotation Submission Deadline: March 5, 2026, by 12:00 noon (Athens Time).

• Submission Method: Electronically via email to Athensoffers@state.gov with the subject line "Quotation 19GR1026Q0010 Enclosed".

• Required Documents: SF-1449, Section 1 (Pricing), Section 3 (Solicitation Provisions), Section 4 (Evaluation Factors), Section 5 (Representations and Certifications), and proof of SAM Registration (UEI number).

• Questions Deadline: February 13, 2026, by 12:00 hours local time, submitted in writing to athprocurement@state.gov.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible offeror. Acceptability will be determined by assessing compliance with RFP terms, and responsibility will be analyzed based on FAR 9.1 requirements.

• Offerors must be registered in the System for Award Management (SAM) database prior to proposal submission.

• The unit price/1,000 liters changes on a daily basis. The proposed price is valid on a date to be completed by the offeror.

• The Contracting Officer reserves the right to reject any or all quotations, waive informalities, establish a competitive range, and conduct negotiations.

Pre-Solicitation Notice

This notice announces the upcoming procurement for the purchase and delivery of dutiable heating oil to U.S. Government-owned and leased properties in Athens and Thessaloniki, Greece. The awardee must operate an established business with all required licenses and permits and maintain a permanent address in Greece.

• Response date is to be provided in the future RFQ.

• The Government may award the contract based on the initial offer without discussion.

• All responsible sources may submit a quotation, which will be considered.

• Electronic responses are allowed, with a 25MB email size limit. Submissions must be in .zip and .pdf formats. Larger files must be split into multiple emails.

• Not a Recovery and Reinvestment Act action.

• Set-aside is N/A.

• All contractors must be registered in the System for Award Management (SAM) Database (https://www.sam.gov) prior to submitting an offer.
