Scope of Sale

- Quantity: No minimum or maximum quantity limit; purchasers must accept and pay for all material tendered.
- Packing: Various leak-proof containers with lids must be used and labeled. These containers are part of the sale.
- Removal: Monday-Thursday, 8:00 AM - 3:00 PM (excluding holidays). Purchaser is responsible for obtaining base access, which requires vehicle registration, proof of insurance, and REAL ID Act compliant identification.
- Inspection: Monday-Friday, 8:00 AM - 3:00 PM (excluding holidays), by appointment only with 24-hour notice.
- Loading: Monday-Friday, 8:00 AM - 3:00 PM (excluding holidays). The Government will provide material handling equipment (MHE) and will load the material.
Contract Details
- Contract Type: Term Sales Contract (Requirement-type).
- Period of Performance: A thirty-six (36) month base period, with two (2) 12-month option periods, and a potential six (6) month extension period, totaling up to five (5) years.
- Sale Basis: All property is sold "as-is" and "where-is," without warranty or guarantee of use or salability.
- Payment: Billing cycle is from the 25th of the previous month to the 24th of the current month. A prepayment of 20% of the estimated total price for one year's removal is required within ten calendar days of contract award. Acceptable payment methods include EFT, ACH, or credit card (up to $24,999.99 per transaction). Checks and other paper instruments are not accepted.
Submission & Evaluation
- Bidding Process: Sealed bid, firm fixed price contract. Bids must be submitted as price per unit of issue (e.g., KG) in U.S. currency, not exceeding three decimal places. Minimum bid is $0.010 per unit.
- Submission Method: Email bids only to dla.sales@dla.mil. Maximum email size is 3.5 megabytes. Offers submitted via email are at the bidder's risk. Bids must include completed SF114 and SF114A forms.

This Invitation for Bid is not governed by the Federal Acquisition Regulation (FAR), with the exception of FAR Provisions 52.204-24 and 52.204-25. Hazardous waste generated in Germany must be treated, recycled, or disposed of in Germany, unless no appropriate German facility exists.
