This amendment modifies solicitation 36C26026Q0515 with the following changes:

1. Set-Aside Change: The Small Business Set-Aside has been removed, and the solicitation is now open to all sources (Full and Open competition).
2. Technical Specification Revision: On page 20 of the RFQ, Section E.2 (Evaluation, Factor 1 Technical Compatibility), the reference to specific camera (Avigilon H6A) and switch (Cisco 1300 Catalyst) models has been deleted. The requirement has been updated to state that the replacement system must be compatible with existing plumbing.

This solicitation is for the acquisition and annual service maintenance of an Evoqua water purification system at the Roseburg VA Medical Center. It is an open market, brand name, limited source acquisition. The current system is over five years past its expected life cycle and is experiencing leaks causing black mold.

• Purchase of a new Vantage SPD VSPD10 Critical Water system.

• Onsite service, including equipment installation, training, supervision, start-up, and commissioning.

• Specific tasks include on-site labor for installation, start-up, sanitization, customer training, and verification sampling.

• Training will cover system types, operation, alarms, and troubleshooting.

• Includes use of and training on Link2site web monitoring software.

• One-year manufacturer warranty for the new equipment.

• Period of Performance: April 30, 2026 - April 29, 2031.

• The contract includes a base year for installation and one year of service maintenance, followed by four one-year option periods for service maintenance.

• Offerors must complete Blocks 12, 17, 23, 24, & 30 of Standard Form 1449.

• Evaluation factors include: Technical compatibility with Avigilon H6A cameras and Cisco 1300 Catalyst switches, Price, and Past Performance.

• Offers will be evaluated for best overall value, considering satisfactory past performance and competitive pricing.

• The government may consider responses that offer more than the minimum requirements.

• Offerors must confirm if the proposed product is a domestic end product.

• This acquisition is unrestricted.
