Quick Summary

The Department of the Air Force is conducting a Sources Sought Synopsis (SSS) to identify qualified manufacturers for F-16 Circuit Card Assemblies (NSN: 5998-01-629-5711WF). This market research aims to gather information for a future Firm-Fixed-Price (FFP) solicitation for spare parts. The government is assessing industry capabilities and potential small business set-aside opportunities. Responses are due April 28, 2026, at 3 PM MST.

Scope of Work

This opportunity seeks manufacturers for spare F-16 Circuit Card Assemblies, specifically a Throttle Control System sub-part (electrical) for F-16 C/D aircraft (blocks 32, 42, and 52, F100-PW-229 engine). The item (P/N: 201126351-30) converts electrical signals for engine throttle control and locks out erroneous signals. An initial quantity of 43 units is required for a single purchase.

Key Requirements

  • Manufacturing & Quality: Manufacturers must build and test according to the current Technical Data Package (TDP) and AS9100 standards.
  • Cybersecurity: Proof of CMMC Level II self-certification is required.
  • Source Qualification: Interested parties must submit a Source Approval Request (SAR) package to qualify as additional sources. This includes reviewing TDPs, meeting Manufacturing Qualification Requirements (MQR), and submitting a qualification test plan and report (estimated cost $5,000, 180 days).
  • Technical Data: The TDP is available and export-controlled. Access requires a request via SAM.gov and emailing the PCO with a CAGE code and active DD Form 2345. Unmarked engineering data must be treated as "DISTRIBUTION D."
  • Packaging: Compliance with MIL-STD-2073-1 (military packaging), MIL-STD-129 (military marking), and ISPM 15 for wood packaging material is mandatory. ESD protection standards (MIL-STD-2073-1, MIL-HDBK-773, ANSI/ESD S20.20, ESD TR20.20) are also required.
  • Deliverables: A Counterfeit Prevention Plan (CPP) (CDRL A001) is required within 30 calendar days after contract award.
  • Foreign Participation: Not allowed due to export-controlled drawings.

Contract & Timeline

  • Contract Type (Anticipated): Firm-Fixed-Price (FFP).
  • Estimated Value: Not exceeding the Simplified Acquisition Threshold ($350K).
  • Period of Performance: To be determined (TBD).
  • DPAS Rating: "DO" rating assigned for repairs and spare parts.
  • Response Due: April 28, 2026, 3 PM MST.
  • Published Date: June 5, 2026.

Submission & Evaluation

This is a market research effort, not a solicitation. Interested parties should submit a statement of capability and answers to specific questions regarding OEM qualification, business type, manufacturing experience, teaming arrangements, existing contract vehicles, recommended acquisition strategy, long-lead items, and recommended delivery times. Submissions should be emailed to both Leslie Evans (PCO) at leslie.evans.1@us.af.mil and Brandon Moses (CS) at Brandon.moses.1@us.af.mil.

Eligibility / Set-Aside

The set-aside status is To Be Determined (TBD). The government is assessing competition to determine if a small business set-aside is appropriate and aims to maximize opportunities for small businesses, including various socioeconomic categories.

Additional Notes

This SSS has undergone multiple amendments, with the latest extending the response deadline. Industry recommendations for production article delivery (minimum 3 units per month) are requested.
