Performance will be measured against criteria specified per Task Order, potentially including limits on noxious weed cover (e.g., less than 10%) and effective weed control (e.g., 75%). All treatments must comply with the Integrated Vegetative Management Plan (IVM Plan). Special requirements include developing a Safety Plan, possessing commercial applicator licenses for Utah, providing all necessary equipment and herbicides, submitting chemical lists for approval, GIS mapping of treated areas, and annual reporting.

Submission & Evaluation
Quotes must be submitted electronically via email to Steve Bauer (sbauer@usbr.gov) by February 27, 2026, at 10:00 AM Mountain Standard Time. Questions must be submitted in writing to Steve Bauer by February 3, 2026, at 10:00 AM MDT. The submission must include three documents: a PDF for technical/past performance, an Excel document for IDIQ Pricing Schedule B (Attachment 2), and an Excel document for Seed Delivery Order Pricing Schedule B (Attachment 4). Evaluation will be based on three factors: Technical Capability, Past Performance, and Price. Technical Capability will assess the approach and experience, Past Performance will evaluate successful contract records, and Price will assess reasonableness and completeness.

The government anticipates awarding a Seed Delivery Order concurrently with the basic IDIQ contract. Offerors must hold prices firm for 90 calendar days. Wage Determination Number 2015-5493, Revision No. 27 for Utah counties applies, outlining minimum wage rates and fringe benefits.
