Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for tree and stump removal services at the National Mall. The government is procuring services to take down 16 trees, remove debris, and grind associated stumps and roots. The contract will be a firm-fixed price commercial purchase order.

• Take down 16 trees in a controlled and safe manner.

• Remove all resulting debris from the site and dispose of it off-campus according to local, state, and federal laws.

• Grind associated stumps completely and grind all roots 1" diameter and larger.

• Backfill stump holes with NAMA approved topsoil.

• Deliver services by 08/17/2026.

• Contract Type: Firm-fixed price commercial purchase order.

• Period of Performance: 06/01/2026 to 08/17/2026.

• Quotes must be submitted via email to stephen_loftus@ios.doi.gov.

• Offerors must register in the System for Award Management (SAM) and have an active UEI.

• The quote package must include:

  • Completed checklist for quote submittal.
  • Signed SF1449.
  • Signed amendments (if applicable).
  • Completed provisions.
  • A project narrative (limit two pages) detailing how the company will meet the SOW.
  • Three prior project experiences (similar scope, within the past five years) with brief descriptions and POC information.
  • Price schedule.
  • Contractor Core Data (Company Name, Cage Code/UEI, POC, POC Email/Phone).

• Evaluation factors: Price, Project Narrative, and Prior Experience.

• Award will be made to the offeror providing the best value to the government.

• Offerors are cautioned to distribute costs appropriately in the price schedule.

• Quotes will be evaluated in groups of three, starting with the lowest priced.

• This acquisition is set aside 100.00% for Small Business.

• Offerors must be registered as a small business in SAM at the time of quote close date/time, award, and throughout contract performance for the NAICS code 561730 (Size Standard: $9.5 million).

• The solicitation is issued as a Request for Quote (RFQ).

• All references to "proposal" in this solicitation should be understood as "quotation."

• Offerors are urged to inspect the site. Site visit information, if required, will be relayed via amendment. Monitor SAM.gov for updates.

• All-Terrain Vehicles (ATVs) are prohibited on National Park Service lands; Utility Terrain Vehicles (UTVs) are permitted.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)
