- Care and feeding (feed, salt, minerals, water) to maintain animals in moderate condition (Henneke score 5-7).
- Hoof trimming and veterinary services (vaccinations, treatments, emergency care).
- Carcass disposal.
- Provision and maintenance of fenced facilities, quarantine and holding pens, adoption/sorting pens, and working areas.
- Sorting, segregating, and loading animals.
- Ensuring staff complete BLM’s mandatory CAWP training annually.
- Reporting requirements include Daily Feed & Care Logs, Incident Reports, and Transportation Notifications.
Contract Details
- Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ) with unit-price-only bidding.
- Period of Performance: Award Date through July 31, 2031 (five ordering periods).
- Estimated Maximum Value (Region 4): $3,500,000.00.
- Minimum Order Guarantee: $10,000.00.

Submission & Evaluation

- Evaluation: Best Value Source Selection, conducted in two phases. Phase I assesses Facility-Land (Acceptable/Unacceptable). Phase II evaluates Technical Capability, Past Performance, Small Business Participation/Subcontracting Plan, and Price. Technical Capability is weighted more heavily than Past Performance and Small Business Participation (combined), which are more important than Price.
- Acknowledgement: Offerors must acknowledge receipt of Amendment 0005.
- Past Performance: Bidders must provide a Past Performance Questionnaire to their references for direct submission to the government.
Additional Notes
Contractors must own or have a long-term lease for land, as the government does not fund infrastructure or maintenance. New insurance requirements have been added in Section H of the solicitation.
