Quick Summary

The Department of Veterans Affairs (VA), specifically the NETWORK CONTRACT OFFICE 8 (36C248), is soliciting proposals for an Updated Water Management Plan (WMP) and a New Water Management Plan for Sterile Processing Services (SPS) for the C.W. Bill Young Veterans Medical Center in Bay Pines, FL, and the Lee County Veterans Healthcare Center in Cape Coral, FL. This requirement ensures compliance with VHA Directive 1061 and the ANSI/AAMI ST108 standard. Proposals are due February 12, 2026, at 2:00 PM EST.

Scope of Work

The contractor will be responsible for:

  • Updating the existing WMP for Bay Pines VHA.
  • Creating a new WMP for the Lee County Healthcare Center.
  • Developing a new WMP for Sterile Processing Services (SPS) for both locations.
  • Conducting site surveys and interviews to assess water systems.
  • Reviewing and aligning WMP documents with ANSI/ASHRAE Standard 188.
  • Providing ongoing support for WMP implementation, including data review, training, and committee participation.
  • Performing environmental validation testing and retesting as needed.

Background

VHA Directive 1061 mandates Healthcare Associated Legionella Disease (HCA LD) prevention plans (WMPs) for all VHA facilities where patients, visitors, and employees spend the night or receive certain services. The existing Bay Pines WMP dates back to October 2017. Due to the completion of a new building (B111, Mental Health Hospital) and anticipated completion of two more (New Dental Clinic and Fisher House II) by early 2026, the WMP requires a comprehensive update.
