This document serves as a comprehensive technical specification for the design and installation of security fences and gates. Bidders involved in projects requiring these installations must adhere to the criteria and standards outlined within this UFC to ensure compliance with DoD requirements. It details materials, construction methods, types of fences and gates, and specific design considerations crucial for proposal development and project execution.

Statement of Requirement (SoR)

To provide an approved 100% design and firm price construction cost for a compliant security fence with an access gate at RAF Barford St John. The fence will meet United States Visiting Forces physical security requirements.

• Installation of a 7-foot (2.1m) high, 9-gauge chain-link fence.

• The fence will be topped with 3 strands of barbed wire angled outward at 45°, resulting in a total height of 8 feet (2.4m).

• Installation of a secondary access gate.

• Approximately 2.64 miles of fencing.

• Compliance with UFC 4-022-03, "Security Fences and Gates."

• Adherence to all UK Building Standards, relevant US Standards (AFI's), CDM Regulations 2015, and JSP 375.

• The most onerous standard must be adhered to where UK and US standards conflict.

• Location: RAF Barford St John.

• Indicative Working Hours: Monday - Friday 0830-1530. Weekend out-of-hours working subject to agreement.

• Environmental Considerations: Avoid disturbing identified areas of environmental interest (e.g., protected habitats). No ground disturbance or material storage within marked environmental exclusion zones. Potential ground contamination (ACMs, lead-based paints, hydrocarbons, heavy metals) must be managed. Contact Mr Gavin Hopkinson for Asbestos, Lead, PCB concerns.

• Base Access & Security: All base security, access pass, and base rules apply. Base security clearance applications must be submitted to DIO at least 6 months in advance of required unescorted access. Entry Access List (EAL) approval is valid for 6 months and can take 2+ months to process.

• Coordination: Close coordination with DIO and 422 CES/CEN is required. A Program of Works/Works Schedule must be submitted 2 weeks in advance.

• Permits: Dig permits (AF Form 103) require 3 weeks' notice. Hot Work Permits require 1 week's notice.

• Documentation: Submission of DIO Form 140 (future maintainable assets), final construction O&M manuals, and as-built drawings in AutoCAD (.DWG) and PDF formats.

• Site Information: Contractors are responsible for site verification and identifying necessary surveys for firm/fixed price construction cost.

• Welfare Facilities: Provision for mobile welfare facilities is required as the site is remote.

• Environmental & Waste: Issue waste transfer licenses and notices. Tree removal requires agreement with USAF & DIO environmental teams, with a 2:1 replacement ratio for trees removed. Allowance for future care and maintenance of new trees/shrubs is required.

• Energy: Not applicable for this project.

• Stakeholders: Key stakeholders include 422 CES/CEN, 422 CS, 422 SFS, 422 CEIE, 422 CEF, and DIO.

Solicitation / RFP / RFQ

This solicitation is for a design/build project to install Security Fencing with an access gate at RAF Barford St John. The fence and gate must comply with United States Visiting Forces physical security requirements, per UFC 4-022-03.

Solicitation / RFP / RFQ

• Offerors must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) to be eligible for award.

• Failure to meet any solicitation requirement may result in an offer being ineligible for award.

• Offerors must clearly identify any exceptions to terms and conditions with rationale.

• Proposals may be rejected if reasonable price information is lacking.
