Quick Summary

The Department of the Air Force has released a Draft Request for Proposal (RFP) for the Arnold Engineering Development Complex (AEDC) Facilities Acquisitions for Restoration and Modernization (FARM) III contract. This presolicitation seeks industry feedback to refine the Final RFP for a competitive, multiple-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. Feedback on the Draft RFP is requested by March 19, 2026, at 2:00 PM CT.

Purpose & Scope

The FARM III effort aims to acquire specialized mechanical, electrical, instrumentation, data, and control (ID&C) systems to restore and modernize AEDC's plant and infrastructure. The scope includes design-build, construction, and two-phase design-build projects primarily at Arnold AFB, TN, and its Geographically Separated Units (GSUs). Key areas of work include high-pressure piping, large pressure vessels, chillers, medium/high voltage switchgear, transformers, PLC-based industrial control systems, and secure control systems.

Contract Details

This will be a Multiple-Award IDIQ contract with a target of eight awards. It will be a Firm-Fixed-Price (FFP) contract with a total estimated ceiling of $900 Million over an eight-year period (three-year base, one three-year option, one two-year option). Individual Task Orders (TOs) will have a maximum value of $50 Million, with a guaranteed minimum of $1,000 per awardee.

Evaluation & Submission

Proposals for the Final RFP will be evaluated using the Highest Technically Rated Offeror (HTRO) method, based on two factors: Work Sample Evaluation (Volume II) and Small Business Participation (Volume III). Cost/Price will be evaluated at the Task Order level. Offerors must achieve a minimum validated score of 12,000 points in the Work Sample Evaluation. Small Business Participation is a critical factor, with Other-than-Small Businesses (OTSBs) requiring an acceptable Small Business Subcontracting Plan. The Government intends to award without discussions but reserves the right to conduct them.

Key Dates & Actions

  • Virtual Conference: A virtual conference was held on March 6, 2026. A recording of the Draft HTRO Scoring Matrix and Draft Cross Reference Matrix Guide is available in the "Attachment/Links" section of the SAM.gov posting.
  • Feedback Deadline: Submit comments and questions on the Draft RFP using the provided "FARM III Draft RFP Atch C Questions Template" by March 19, 2026, at 2:00 PM CT.
