Purpose & Scope
The FARM III effort aims to acquire specialized mechanical, electrical, instrumentation, data, and control (ID&C) systems to restore and modernize AEDC's plant and infrastructure. The scope includes design-build, construction, and two-phase design-build projects primarily at Arnold AFB, TN, and its Geographically Separated Units (GSUs). Key areas of work include high-pressure piping, large pressure vessels, chillers, medium/high voltage switchgear, transformers, PLC-based industrial control systems, and secure control systems.
Contract Details
This will be a Multiple-Award IDIQ contract with a target of eight awards. It will be a Firm-Fixed-Price (FFP) contract with a total estimated ceiling of $900 Million over an eight-year period (three-year base, one three-year option, one two-year option). Individual Task Orders (TOs) will have a maximum value of $50 Million, with a guaranteed minimum of $1,000 per awardee.
Evaluation & Submission
Proposals for the Final RFP will be evaluated using the Highest Technically Rated Offeror (HTRO) method, based on two factors: Work Sample Evaluation (Volume II) and Small Business Participation (Volume III). Cost/Price will be evaluated at the Task Order level. Offerors must achieve a minimum validated score of 12,000 points in the Work Sample Evaluation. Small Business Participation is a critical factor, with Other-than-Small Businesses (OTSBs) requiring an acceptable Small Business Subcontracting Plan. The Government intends to award without discussions but reserves the right to conduct them.
