Statement of Work (SOW)

To replace the fabric roof covering and end wall covers on two fabric cover buildings at the USDA-ARS EIDMRU farm in Stratford, WI, due to deterioration.

• Removal of existing roof covers and endwalls.
• Installation of new roof covers and endwalls.
• Maintenance service of roof framing (tightening bolts, cables, etc.).
• Replacement of buffer boards on the manure processing building.
• Includes freight/shipping of supplies, travel, and rental equipment for installation.

Building 1 (Chemical storage building):

• 30' wide x 40' long replacement main cover (non-fire resistant, all-white fabric).
• Two 30' wide replacement end covers.
• Each end wall to include one 18" x 24" poly louvered screened vent.
• Ratchet Upgrade and new tensioning hardware.
• Fastening tube to be re-used.

Building 2 (Manure processing building):

• 50' wide x 80' long replacement main cover (non-fire resistant, all-white fabric).
• Two 50' wide replacement end covers.
• No vents required in end walls.
• Replacement of buffer boards to be factored into quote.
• Ratchet Upgrade and new tensioning hardware.
• Fastening tube to be re-used.

Fabric Specifications:

• Weave: Woven HDPE scrim

• Coating/Film: White PE

• Color: White only

• Weight: 13.5 ounces/square yard minimum

• Thickness: 26 mil (0.66 mm)

• Specific performance property minimum values provided for Grab Tensile, Strip Tensile, Tongue Tear, Trapezoidal Tear, Mullen Burst, Accelerated UV weathering, and Low Temperature Bend.

• Site: USDA-ARS EIDMRU lab and office, 2615 Yellowstone Drive, Marshfield, WI 54449.

• Completion: During summer (June 1 to September 30, 2026).

• Work Hours: Normal business hours (7 am - 5 pm, Monday-Friday), unless scheduled in advance.

• Site Visit Required: Vendors must visit the site to understand the scope of work. Quotes will not be evaluated if a visit is not made.

• Government Furnished: No government property or equipment will be provided.

• Contractor's Key Personnel: Technical representative and staff in charge of implementation.

• Security Requirements: A clearance and background check will be required for vendor staff if they will be on-site 5 or more days.

• Quote Submission: Must include a description of all materials and services, including materials, labor, travel/deliveries, and rental equipment. Items deemed necessary but not included may result in the quote not being reviewed.

• Fabric performance property minimum values: Thickness 26 mil (0.66 mm), Grab Tensile (Warp 480 lb/Weft 420 lb), Strip Tensile (Warp 290 lb/in /Weft 260 lb/in), Tongue Tear (Warp 90 lb / Weft 85 lb), Trapezoidal Tear (Warp 90 lb / Weft 85 lb), Mullen Burst (680 psi).

• Accelerated UV weathering: 100% strength retention after 2000 hrs exposure @ 0.77 W/m²/nm, or 1200 hrs ASTM G154 exposure @ 1.35 W/m²/nm.

• Low Temperature Bend: -65°C.

• Worksite: USDA-ARS EIDMRU lab and office located at 2615 Yellowstone Drive, Marshfield, WI 54449.
