Quick Summary
The Department of the Interior, National Park Service, is seeking proposals for the fabrication and delivery of new signs for the Castillo de San Marcos (CASA) and Fort Matanzas (FOMA) National Monuments. This is a Total Small Business Set-Aside opportunity for a Firm-Fixed Price Contract. Proposals are due by March 6, 2026.
Scope of Work
This opportunity requires a contractor to fabricate and deliver two distinct groups of signs, one for CASA and one for FOMA, with separate cost proposals for each. The scope includes "CASA/FOMA sign replacement" and "Design creation," encompassing a wide range of sign types from park identification and directional signs to regulatory and tactile (Braille) signs. Materials specified include VIS sign panels (0.080" aluminum), VIS sign posts (2x2 weathering steel tubing), Intaglio process painted identity sign panels (0.125" aluminum), outdoor-grade vinyl decals, Western Red Cedar wood panels, and galvanized steel components. The contractor is responsible for providing all frames, poles/posts, and hardware, and performing all fabrication. Delivery is required to the consignee's premises at CASA and FOMA locations in St. Augustine, Florida.

Offerors must complete blocks 13-16c of the SF18 form, provide a price schedule, and include a formal quote on company letterhead detailing price, lead time, warranty, and capabilities. Evaluation factors include Price Proposal, Ability to provide requested services/Technical Proposal, Completion time, and Past performance/Similar job history. Technical and past performance are considered equal to or more important than price. Key Clarifications
An amendment provided responses to questions, clarifying that the contractor is responsible for providing all frames, poles/posts, and hardware, with park staff only installing the hardware. Direct printing to aluminum is suggested for ADA and 'No Smoking' signs, which should not be reflective. Bidders should refer to Attachment A2 for details on colored backgrounds and the CASA Signs & Quantities Document for 'Pay to Park' sign requirements.
