This document is a combined synopsis/solicitation (Solicitation # 15B51826Q00000008) from the Federal Bureau of Prisons, Federal Correctional Complex (FCC) Oakdale, Louisiana, for milk-related items for the FY26 3rd Quarter. • Items delivered must adhere to FAR 52.211-16, Variation in Quantity at 0 percent.

• Bidders must quote only specified items and not bid on alternate items or packaging.

• The effective award date is April 1, 2026.

• The Government reserves the right to award item by item, in groups, or in aggregate.

• All future information, including amendments, will be distributed via SAM.gov.

• Interested parties must monitor SAM.gov for updates.

• Quotes must be submitted electronically via email to bhornsby@bop.gov.

• A typed quote on the attached specification sheet (RFQ, SF 1449 - REQUEST FOR QUOTATION) is required.

• Do not submit multiple quote requests.

• The due date for quotes is referenced on page 1, block 8 of the SF1449.

• Evaluation factors are price and past performance, considered approximately equal in value.

• The award will be made to the responsible bidder(s) whose offer conforms to specifications and is most advantageous.

• All quoted prices should not have more than three (3) decimal points.

• This solicitation is restricted to 100% Small Business Set-aside.

• Faith Based and Community Based Organizations have the right to submit quotes.

• Bidders must include their Unique Entity ID (UEI) number.

• Vendors must be registered in SAM.gov.

• Bidders are required to complete the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov.
