Submission Requirements
Offerors must submit quotes via email to Harold Groves (hgroves@fdic.gov) with the following components, preferably separated into different volumes:
- Price Schedule/Quote: Utilize the provided Section B Attachment.
- Section K: Representations & Certifications.
- Software License Agreements, EULAs, MSAs: Or similar terms and conditions (FDIC prefers Government terms).
- Proof of Authorized Reseller Letter: For HPE or the Original Equipment Manufacturer (OEM).
- All required documents listed in FDIC Provision 7.3.2-09 General Proposal Instructions. Offerors must be registered in the System for Award Management (SAM).
Evaluation Criteria
Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology. Offers will be assessed as "acceptable" or "unacceptable" based on minimum technical requirements, with no benefit for exceeding these minimums. Pricing will be evaluated for completeness and reasonableness.
