The purpose of this amendment is to remove the Appendix A Functional Requirements previously at row numbers 66 and 97.
The Government hereby releases the final Request for Proposal (RFP) for Federal Human Resources Information Technology (HRIT) Modernization. Proposals are due no later than 1 p.m. Eastern Daylight Time on October 31, 2025. Please refer to RFP section L.6 for detailed proposal submission instructions.
Please note that the Government reviewed all questions and comments received in response to prior Requests for Information and the draft Performance Work Statement and, in consideration, made various updates throughout the RFP. Further questions regarding the final RFP shall be submitted via email to opmcontracting@opm.gov no later than 1pm Eastern Daylight Time on October 23, 2025. The subject line should state: “Questions in response to Federal HRIT Modernization”. Any questions submitted by potential Offerors will be treated on a non-attribution basis. Potential Offerors are advised that any submitted question may be publicly shared; therefore, questions shall not contain any proprietary information.
Offerors are strongly encouraged to submit questions as early as possible to allow the Government sufficient time to prepare and issue responses. Questions do not need to be submitted in a single batch; Offerors may submit multiple sets of questions at different times prior to the deadline. Early and iterative submissions will help facilitate timely and comprehensive responses from the Government.
