  • Lot 2: Off-site Technical Services – Covers technical services performed remotely, including cataloging, metadata services, and physical processing of library materials. Specific tasks will be defined in individual task orders.

Submission & Evaluation

  • Proposal Submission: Proposals must be submitted electronically in three separate files: Volume I (Entity Information), Volume II (Technical Proposal), and Volume III (Business Proposal). Attachment A and/or B (Excel pricing schedules) must also be included. Resumes are only required for designated Key Personnel (Contract Manager and Alternate) at the IDIQ proposal stage.
  • Page Limits: A combined 20-page limit exists for Evaluation Factors 1 and 2 per Lot. For proposals on both Lots, the total limit is 40 pages (20 pages per Lot for combined Factors 1 and 2). Resumes for Key Personnel may exceed page limits.
  • Past Performance: Completed CPAR reports or Government references are acceptable in lieu of a completed Past Performance Questionnaire.
  • Evaluation: A "best value trade-off" analysis will be used. Technical Approach, Management Approach, Government/Other Experience, and Past Performance are considered more important than Price. Offerors must closely review Sections L & M for detailed instructions and evaluation factors.
