Solicitation / RFP / RFQ

This solicitation seeks proposals for Library Support Services through multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The Library of Congress (FEDLINK) aims to procure these services to support federal libraries and information centers. The contracts will have a five-year period of performance, with Firm-Fixed Price (FFP) task orders and/or labor hour task orders issued against them.

Services are divided into two lots:

• Lot 1: On-site Library Support Services: This includes on-site staffing and project management for tasks such as departmental management, library systems support, collection services (circulation, document delivery, interlibrary loan, etc.), data services, public services (reference, research), and technical services (cataloging, metadata).
• Lot 2: Off-site Technical Services: This covers technical services performed off-site, including cataloging, metadata services, and physical processing of library materials.

Specific tasks will be defined in individual task orders. Personnel qualifications are detailed, with a focus on librarians and technical specialists.

• Contract Type: Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: Five-year ordering period (05/01/2026 - 04/30/2031).

• Estimated Value: Guaranteed minimum of $2,500.00 per IDIQ contract; maximum cumulative amount is $100,000,000.00 per contract.

• Pricing: Offerors must provide fixed hourly rates for labor categories. Price schedules are in attachments.

• Submission: Proposals must be submitted electronically in three volumes: Entity Information, Technical Proposal, and Business Proposal. Pricing must be in Excel format.

• Key Deadlines: Questions due January 19, 2026. Proposals due January 30, 2026, 16:00 ET.

• Evaluation: A "best value trade-off" approach will be used, with Technical Approach, Management Approach, Government/Other Experience, and Past Performance being more important than Price.

This solicitation is open to multiple awardees. Specific set-aside information is detailed in Section K.

• The Library reserves the right to add new contractors or dismiss underperforming awardees during the contract period.
• Subcontracting requires approval.
• Contract administration functions may be transferred to the customer agency.
• All deliveries must be marked with the LC/FEDLINK contract number and task order number.

This document is Attachment D, a Past Performance Questionnaire. It is designed to collect feedback from clients or customers regarding a contractor's performance on previous projects. This information will be used by the Government to evaluate the offeror's ability to successfully perform services required in the contract.

• Contract & Contractor Information: Fields for the contract number, contractor name, total contract value, period of performance, and a brief description of the project.
• Performance Areas: The questionnaire covers several key performance areas, including:
