Purpose & Scope
This solicitation aims to establish multiple IDIQ contracts for comprehensive library support. Services are divided into two lots:
- Lot 1: On-site Library Support Services – Includes staffing and project management for departmental management, library systems, collection services (circulation, document delivery, interlibrary loan), data services, public services (reference, research), and technical services (cataloging, metadata).
- Lot 2: Off-site Technical Services – Covers off-site cataloging, metadata services, and physical processing of library materials. Specific tasks will be defined in individual Firm-Fixed Price (FFP) and/or Labor Hour task orders.
Contract Details
- Contract Type: Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ).
- Period of Performance: A five-year ordering period from May 1, 2026, to April 30, 2031.
- Estimated Value: Guaranteed minimum of $2,500.00 per IDIQ contract, with a maximum cumulative amount of $100,000,000.00 per contract.
- Pricing: Offerors must provide fixed hourly rates for labor categories, adhering to Service Contract Act (SCA) wage determinations. Out-of-Scope Costs (ODCs) have been removed from Attachment A – Lot 1 Price Schedule.
- Set-Aside: None specified; the solicitation is open to multiple awardees.
Submission Requirements
Proposals must be submitted electronically in three separate files: Volume I (Entity Information), Volume II (Technical Proposal), and Volume III (Business Proposal). Attachment A and/or B (Excel pricing schedules) must also be included. Resumes are required only for designated Key Personnel (Contract Manager and Alternate) at the IDIQ proposal stage, and these can be the same for both lots. Offerors have a combined 20-page limit for Factors 1 and 2 per Lot (40 pages total if proposing on both Lots). For past performance, completed CPAR reports or Government references are acceptable.
Evaluation Criteria
Proposals will be evaluated using a best value trade-off analysis. Technical Approach, Management Approach, Government/Other Experience, and Past Performance are considered more important than Price. Offerors should refer to the updated Section L for specific guidance on Evaluation Factors 1 and 2, particularly regarding information on managing work across task orders, staff recruitment/retention, and quality assurance measures.
