Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the Contractor to furnish, install, and test a new 12-strand single-mode OSP dielectric fiber optic cable (FOC) from Building 3458 Core Node to Building 6413 49 Test facility at Barksdale AFB, LA.

• Installation of a 12-strand single dielectric fiber optic cable.

• Provision of all materials, labor, supplies, and equipment necessary for the installation.

• All parts and pieces require submission to 2d Communications Squadron (CS) for approval prior to ordering.

• Contractor is responsible for all permits.

• Includes work on outside plant infrastructure such as manholes, conduit systems, and innerducts.

• Specific installation details for Building 3458 and Building 6413 are provided.

• Testing of all fiber optic cable strands using TIA 526-7 standards (Optical Power Loss).

• Both OTDR and Optical Power Meter tests will be used for end-to-end circuits.

• Maximum acceptable loss is 2.1db for a 2000ft run with specified connectors and splicing.

• 100 percent serviceability is required for all strands.

• Provide PDF version of test results.

• Site restoration to "as found" condition or better.

• Hours of Operation: Routine work during normal duty hours (07:30-16:30), with potential for work outside normal hours coordinated with 2 CONS and 2 CS/SCX at least 10 calendar days in advance.

• Safety Requirements: Compliance with AFI 91-203, Air Force Occupational Safety, Fire, and Health Standards, and applicable OSHA standards. Coordination with Base Safety Office for confined space operations.

• Security Clearances: Contractors will be escorted as required.

• Environmental Management: Compliance with federal, state, and local environmental regulations.

• Quality Assurance: Conducted continuously/daily/weekly by 2 CS.

• Contractor Personnel: Project Manager (PM) and Site Point of Contact (POC) required. Personnel must be proficient in English.

• Warranty: 1-year warranty or manufacturer's standard commercial warranty, whichever is longer, including a 1-year workmanship warranty.

• Deliverables: Installation Schedules, Weekly Status Reports, As-Built Drawings, Butterfly Drawings, Geospatial Deliverables, Photographs, Installation Test Plan, Acceptance/Installation Test Report, and Final Acceptance.

• All equipment and cables to be labeled as directed by 2 CS.

• Submittal and approval required from 2 CS for all parts and pieces used.
