Statement of Work (SOW)

To replace the existing fire alarm devices and associated Fire Alarm Panel with a new addressable fire alarm system, including a Mass Notification System (MNS), at two dormitories (Building 2318 and Building 2416) at Mountain Home Air Force Base (MHAFB).

• Replace antiquated fire alarm systems in Building 2318 and Building 2416.

• Install a new addressable Fire Alarm Panel / Mass Notification System (FA/MNS).

• The new FA/MNS will be a Honeywell Silent Knight EVS Series.

• The system will communicate with the MHAFB AES IntelliNet 2.0 base-wide monitoring system.

• The system will include a compatible radio transmitter and VHF omni-directional antenna.

• Construction services include planning, acquisition, labor, coordination, project management, construction, installation, and commissioning.

• All work must comply with current specifications, design drawings, and relevant standards (e.g., NFPA 72, UFC, ABA, International Codes).

• Procurement of all equipment and materials for the fire alarm system replacement.

• The project will be performed in two sequential stages: Base for Building 2318, and Option 1 for Building 2416 (if exercised).

• The total period of performance is not to exceed 600 calendar days (approx. 20 months, assuming Option 1 is exercised) from the Notice to Proceed (NTP).

• Specific durations for pre-construction, construction, and post-construction activities are outlined for both the Base bid and Option 1.

• The dormitories will be vacant during construction.

• Proposals: Two separate proposals are required: Base Bid for Bldg 2318 and Option 1 for Bldg 2416. Both options must be kept as separate projects with corresponding schedules and values.

• Personnel: Key personnel (Project Manager, Superintendent, Quality Control Manager, Site Safety and Health Officer) must be identified for security vetting.

• Schedules: Multiple project schedules (SMS, PCS, Execution, Detailed) are required at various stages after NTP, with weekly updates for the Detailed Schedule.

• Submittals: Initial and complete material submittals are required within 40 and 80 days after NTP, respectively. Informational submittals for testing/commissioning are due within 7 days after the event.

• Licensing: Contractor must be licensed by Honeywell to work on their fire alarm systems.

• Communication: The FA/MNS must communicate with the AEC Fire Subscriber Transmitter and report to the head-end receiving station at the Fire Station and Base Operations Center.

• O&M Manuals: Two copies of Operation and Maintenance manuals are required for all installed products.

• Laydown Yards: Designated laydown yard areas for each building will be provided, requiring chain-link fencing, signage, privacy screens, portable toilets, and trash bins.

• Mass Notification System: Must meet minimum requirements for standby power, providing 60 minutes of mass notification at maximum connected load upon loss of normal AC power.

• The new FA/MNS will be sole-sourced as a Honeywell Silent Knight EVS Series.

• The project requires compliance with specific UFC standards and the Architectural Barriers Act (ABA).

• The contractor must provide a single point of contact for all services.

• All materials used must be new, unless otherwise specified.

• Removed items, not designated for reuse, become the property of the Contractor and must be removed from the job site.
