Statement of Work (SOW)

To provide the necessary manpower, material, and equipment to test, inspect, and maintain the Fire Prevention and Life Safety System at the Chicago TRACON, Elgin, Illinois.

• Perform annual tests, inspections, and services on EST3 fire alarm and detection systems.

• Adhere to National Fire Protection Association (NFPA) recommendations, local codes, and manufacturer's procedures.

• Deliver a written report detailing test and inspection results and services performed.

• Provide all transportation, shipping, labor, tools, equipment, and material.

• Compliance with NFPA 72, "National Fire Alarm Code" for inspection, testing, and maintenance.

• Verification of all alarm signals to the main panel and remote locations.

• Testing of fire alarm circuits for ground faults and open circuits.

• Testing of power supply for proper supervision, including AC power loss and battery backup transfer.

• Voltage and specific battery tests as per NFPA 72.

• Functional tests on smoke detectors (alarm and trouble), heat detectors, and manual fire alarm pull boxes.

• Testing of audible and visual devices, including sound level measurement and visual verification.

• Smoke detector cleaning and sensitivity testing using UL-approved instruments.

• Inspection of the system for serviceability and compliance with NFPA standards.

• Identification of detrimental site conditions affecting system performance.

• Inquiry into system modifications, occupancy changes, and storage arrangements.

• Testing of all smoke and heat detectors per manufacturer's specifications.

• Inspection of fire alarm control panels, remote panels, annunciators, and zones.

• Testing of output relays, flow switches, tamper switches, and low-pressure alarms.

• Verification of signals to the central monitoring station.

• Function tests of accessible heat actuating devices (including special procedures for explosive conditions).

• Inspection and exercise of supervised control valves and switches.

• Activation of outputs for equipment shutdown, start-up, and HVAC/smoke control during testing.

• Tagging devices and performing record keeping.

• Compilation of a report detailing deficiencies and recommending corrective actions.

• Familiarization of customer with equipment operation.

• Functional testing of accessible peripheral devices per NFPA 72 and manufacturer recommendations.

• Identification and documentation of device locations, test results, and applicable voltage readings.

• Sprinkler system inspection, maintenance, and testing according to NFPA 25.

• Location: Chicago TRACON, 1100 Bowes Road, Elgin, Illinois.

• Work Hours: Non-emergency work between 6:00 AM to 5:00 PM, Monday through Friday. FAA representative approval required for work outside these hours.

• Night Work: If required, must begin no earlier than 10:00 PM and be completed by 4:00 AM.

• Inspections: Conducted annually.

• Personnel must be certified Level III Fire Alarm professional technicians, factory trained, Illinois State, and NICET Certified.

• Employees must comply with applicable Illinois state and City of Elgin Fire Alarm Building Codes.

• Hours of performance to be coordinated with the Contracting Officer's Representative (COR).

• A record of all tests and repairs must be provided to the COR.

• Emergency service calls must be provided 24 hours a day, 7 days a week for normal equipment failures, with response within 24 hours of notification during specified hours.

• Parts and components replacement required due to failure (including reprogramming, circuit boards, control panels, annunciators, etc.).

• Contractor must provide the manufacturer's standard warranty on all workmanship.

• Attachment 1: Equipment Information (List of devices, quantities, and model numbers for the Fire Detection and Alarm System).

  • Timeliness of service completion (weekly, bi-weekly, monthly, quarterly, annually).
  • Contractor response speed to needs, requests, or complaints.
  • Problem-solving capabilities and follow-up by Contractor's Operations Management.
  • Overall service performance satisfaction.
• Space for comments for each rating section.
• Signature and date of the person completing the survey.

Bidders should be aware that this survey is part of the solicitation process. The completed survey is to be emailed directly to the FAA Contract Specialist at alicia.m.grant@faa.gov. Surveys received directly from the bidding company will not be accepted. This indicates that past performance feedback from other entities is a component of the evaluation or information gathering for this opportunity.

• Total Employee Estimate: Bidders must provide an estimate of the total number of employees (full-time, part-time, and subcontractor) anticipated to support the contract throughout its life. A list of proposed personnel can be attached if available.
• Labor Category Information: For each anticipated labor category, bidders must provide:
  • Position Title(s)
  • Estimated number of employees in that category
  • Whether employees will require routine access to an FAA facility (more than 1 day per week) for over 180 days.
  • Whether employees will require access to FAA computer systems or networks.
  • Whether employees will require access to FAA Sensitive Unclassified Information (SUI), such as building designs, research and development material, or operations plans.

This questionnaire is critical for bidders to complete accurately as it directly informs the FAA's assessment of security and access requirements for personnel proposed for the contract. The responses will influence the investigation and badging processes post-award.
