This amendment provides the Government's Answers to Vendor Questions Received.

• Section C - Description/Specifications/Statement of Work: Miscellaneous text has been modified to include Questions and Answers regarding Fire Hose Testing.
• Section G - Contract Administration Data: Miscellaneous text has been modified to update contract administration details.

This amendment does not appear to modify proposal deadlines or submission requirements. It primarily addresses clarifications and administrative details.

Solicitation / RFP / RFQ

This solicitation is for the annual testing of firefighting hose and appliances for the Fire & Emergency Services at Marine Corps Air Station (MCAS) Cherry Point, NC. The services are required to be performed in accordance with the Performance Work Statement (PWS).

• Annual testing of up to 27,800 feet of firefighting hose of varying diameters.

• Services to be performed in accordance with National Fire Protection Association (NFPA) 1962 Standard.

• Removal of fire hose from apparatuses or storage racks.

• Labeling and recording of information for each hose length.

• Testing of attack fire hose to a minimum of 300 psi or service test pressure marked on the hose.

• Testing of supply fire hose to a minimum of 200 psi or service test pressure marked on the hose.

• Hoses removed from service for repair or condemnation must be tagged with the reason.

• Staging of hose racks and fire apparatuses at a concrete pad behind Fire Station 1.

• Annual testing of 27,375 feet of firefighting hose (1-inch, 13/4-inch, 2.5-inch, & 5-inch sizes).

• Provision of all necessary equipment for testing, including hose testing machines, pumps, and calibrated pressure gauges.

• Replacement of gaskets as needed, and re-banding/numbering of hoses if required.

• No repairs are authorized under this contract; estimates for repairs will be provided if hose failure occurs.

• Removal of all debris and waste from the work site at the contractor's expense.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base period of twelve (12) months, with four (4) twelve-month option periods. The specific periods and values for options are TBD.

• Estimated Value: USD 19,000,000.00 (This is the Size Standard for NAICS 541380, not the total contract value).

• Evaluation Factors: The award will be made using simplified acquisition procedures and a best value process. Evaluation will consider price, technical ability, and past performance. The relative importance of these factors will be determined by the Contracting Officer.

• Size Standard: USD 19,000,000.00.

• Services to be performed at MCAS Cherry Point, NC.

• Hours of Operation: Monday through Friday, 8:00 AM to 4:00 PM local time, excluding federal holidays.

• All testing and reports must be completed no later than 30-Oct-2026.

• Contractors require access to MCAS Cherry Point and must comply with installation access procedures (DBIDS system).

• Relevant FAR and DFARS clauses are incorporated by reference and in full text.
