Amendment / Modification

This amendment addresses questions and clarifies information related to the solicitation N40085-26-R-0052 for fire suppression services at Camp Lejeune.

• Questions & Answers: Clarifications are provided for vendor inquiries regarding the past performance questionnaire (Attachment C) and proposal submission methods.

• Section M, Per Factor 3: Guidance is provided on submitting past performance questionnaires (PPQs) when a CPARS evaluation is not available, including instructions for incomplete PPQs and how references can submit directly to the Government.

• Section J - List of Attachments: Miscellaneous text in this section has been deleted.

• The amendment states that the solicitation due date will not be extended. Offers must acknowledge receipt of this amendment.

• Proposals must be received by the established due date and time. Email and facsimile proposals will not be accepted.

• Offerors are instructed to follow up with clients/references to ensure timely submittal of questionnaires. Questionnaires may be submitted directly to the Government's points of contact (Sharon E. Humphrey and Regenia D. Guest) via email prior to the proposal closing date.

• Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, the Government may utilize previously submitted PPQ information in the past performance evaluation.

Amendment / Modification

This amendment (0002) to solicitation N4008526R0052, dated 25 Apr 2026, makes the following changes:

• Added FAR Clause: FAR 52.222-90, Addressing DEI Discrimination by Federal Contractors (APR 2026), has been added to Section I - Contract Clauses.

• New Attachments: The following attachments have been added to Section J - List of Attachments:

  • RFI&Answers 26R0052
  • Revised J-02000000-06 Proposal ELINS Pricing

• Clarifications to Questions: Miscellaneous text in Section J has been modified to include clarifications on the following:

  • Personnel Certifications vs. ITM Scope: NICET Level II qualifications are acceptable for routine inspection, testing, and maintenance activities. No changes needed.
  • State Licensing Requirements: NICET Level II certifications are sufficient for performing contract requirements on base. No changes needed.
  • Repair Scope vs. Engineering / Modification Requirements: Repair work under the Firm-Fixed-Price (FFP) portion is limited to direct, like-for-like component replacement. Modifications, engineering/design, and programming changes are performed under the IDIQ with a provided SOW, though this is not typical.
  • Site Visit Scheduling: A site visit has not been scheduled. Security is tight, and specific documents will be required. FSC and Base Fire will be available to participate.
