• Supervisor Resumes: Each supervisor proposed will need to submit a resume. This clarifies an earlier question about whether only one resume was needed regardless of the number of supervisors.
• Occupation Code: The government confirms that the 'Forklift classification' is still the correct occupation code to use for Firewatch.
• Period of Performance: The period of performance for all CLINs (including option CLINs) is May 1, 2026 - April 30, 2027. The government will amend the solicitation to correct this information.
• Proposal Submission: For the proposal, bidders should submit all resumes if the supervisor(s) are known. If not, submit one resume with the quote, and submit additional resumes as the contract progresses. All supervisors will require approval before reporting to work.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) is intended to support Fire Watch and Tank Watch touch labor requirements under the Norfolk Naval Shipyard (NNSY) Naval Supervisory Authority (NSA) Lead Maintenance Activity (LMA) cognizance.

• The contractor shall provide qualified personnel for Fire Watch and Tank Watch duties.

• Specific requirements include thirty-two (32) personnel for NNSY 1st shift and eight (8) for NNSY 2nd shift.

• Personnel must meet specified labor category requirements.

• The contractor is responsible for general housecleaning and "spotter" duties as assigned.

• Fire Watch personnel are responsible for monitoring hot work areas, ensuring fire safety, and operating fire extinguishers.

• Tank Watch personnel are responsible for monitoring confined and poorly ventilated enclosed spaces and authorized entrants.

• All work must be accomplished in accordance with federal, state, and local environmental and safety laws and regulations.

• The contractor must adhere to the Quality Assurance Surveillance Plan (QASP).

• Performance includes daily onboard counts of personnel, accurate tracking of hours worked, and overall management and supervision.

• Base Year: May 1, 2026, to April 30, 2027.

• Work will be performed at NNSY, Portsmouth, Virginia, and NSN, Norfolk, VA.

• Personnel: Requires qualified personnel including Fire Watch/Tank Watch, Program Manager, Project Manager, and Supervisor.

• Training: Personnel must complete specified training, including but not limited to Hazardous Communications, Respirators, Fall Protection, Confined and Enclosed Spaces, Welding and Allied Processes, Fire Watch/Tank Watch requirements, and Shipyard Mandatory Annual Training.

• Section B - Supplies or Services & Prices or Costs: The "Option" information for CLINs 0002 through 0007 has been changed from "Yes" to "No".
• Section J - List of Attachments: The "Performance Work Statement" has been added, and the "Performance Work Statement (PWS)" has been deleted.

This amendment corrects the CLINs and updates the attachments. Bidders should review these changes carefully as they may impact proposal preparation and submission requirements. The effective date of this amendment is 28 Jan 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) is intended to support Fire Watch Tank Watch touch labor requirements under Norfolk Naval Shipyard (NNSY) Naval Supervisory Authority (NSA) Lead Maintenance Activity (LMA) cognizance.

• The contractor shall provide qualified personnel for Fire Watch and Tank Watch duties.

• Specific requirements include providing thirty-two (32) fire watch tank watch personnel for NNSY 1st shift and eight (8) for the 2nd shift.
