• Pre-Registration and Sponsorship: Contractors must be sponsored by an authorized Government representative and pre-register through the Defense Biometric Identification System (DBIDS) at the provided link. A confirmation page, QR code, and six-digit number must be provided to the sponsor.
• Identification and Escort Requirements: Valid government-issued photo identification compliant with Real ID Act standards is required. Unescorted access is not permitted for those without approved credentials.
• Security Screening: Personnel are subject to installation-level security screening, vehicle inspections, and identity checks.
• Contractor Responsibilities: Ensuring only authorized personnel enter DLA property, compliance with regulations, and timely communication of changes in staffing or access needs.
• Access-Related Points of Contact: Coordination of access requirements should be through the assigned Contracting Officer Representative (COR), Contracting Officer, or site-designated Government sponsor.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) from the Defense Logistics Agency (DLA) Family & Morale, Welfare, and Recreation (FMWR) seeks quotes for a fireworks display. The event is scheduled for July 2, 2026, with a rain date of July 3, 2026, at the Defense Distribution Center Susquehanna, New Cumberland, Pennsylvania.

• Provide all labor, equipment, materials, permits, expertise, and cleanup for a fireworks display.

• The display should be appropriate for a family event and approved by the DLA MWR Program Director.

• Minimum criteria include an opening show, main program, grand finale, and special effects.

• Obtain all required local, county, and state fireworks permits and approvals, including a Pennsylvania shooter's license and transportation license. Copies of permits must be submitted 15 days in advance.

• Provide an insurance certificate for public liability, property damage, and workers' compensation with minimums of $500,000 per person, $1,000,000 per occurrence (liability), and $1,000,000 per occurrence (property damage).

• Pyrotechnicians must meet licensing standards for the Commonwealth of Pennsylvania.

• Provide necessary mortars, racks, and equipment for firing.

• Complete cleanup of the firing area and perform a safety sweep.

• Develop and implement a comprehensive quality control plan.

• Contract type: Firm-Fixed-Price (FFP).

• Period of Performance: July 2, 2026, to July 3, 2026 (includes rain date).

• Delivery: 30 Days After Award.

• Unique Entity ID (UEI) required within three (3) calendar days after award.

• All questions are due in writing no later than March 3, 2026, 3:00 PM EST.

• All quotes are due no later than March 12, 2026, 3:00 PM EST.

• Award will be made to the responsible Offeror whose quote is the lowest evaluated price among technically acceptable quotes.

• Evaluation factors include Technical Capability and Delivery.

• Offerors must be determined responsible.

• Registration in the System for Award Management (SAM) is required for award.

• The event is part of the FMWR Susquehanna Summerfest 2026, celebrating the country's Semiquincentennial year.

• Approximately 3,000-3,500 attendees are expected.

• Fireworks may not be stored on Defense Distribution Center Susquehanna property.
