Scope of Work

Submission Requirements

A completed copy of FAR 52.212-3 Alt-1, Offeror Representations and Certifications - Commercial Items, must be included. Evaluation Criteria
Award will be made to the responsible offeror whose quotation is most advantageous to the Government, based on a best value evaluation considering:
- Factor 1 - Technical Performance (Acceptable/Unacceptable): Evaluated on the ability to provide listed fitness equipment (CLINs 0001-0011) with sufficient technical documentation for "equal" products, provide trade-in credit (CLINs 0013-0049), offer a minimum one-year parts warranty, and attend the mandatory site visit. All four criteria must be met for technical acceptability.
- Factor 2 - Pricing: Evaluated for reasonableness, completeness, and balance, but only for technically acceptable offers. Pricing will not be scored or rated.
- Factor 3 - Past Performance: Evaluated only to determine responsibility and will serve as a tie-breaker. Offerors may submit a CPARS record, one relevant contract reference (past three years), or a statement of no relevant past performance. A neutral rating will be assigned for no or insufficient past performance, which will not preclude award.
