Scope of Work

• "Jetpack" Services: Rocket pack, personal flight pack, and personal services for unique flying experiences.
• Instruction: Provide instructor pilots for USAF TPS staff and approved flyers for FAA ratings and flight hours. Students will not solo.
• Aircraft Operation: Allow TPS staff pilots to operate aircraft as FAA Certified Flight Instructors for Qualitative Evaluation (QE) flights.
• Training Content: Instruction on aircraft operation, upset/recovery, aerobatics, student examinations, and ground operations.
• Test Management Projects (TMPs): Support TMPs involving GA aircraft and other air systems.

Evaluation Factors

Award will be made based on a Best Value Continuum, with technical factors being more important than price. The primary technical factor is the ability to provide the requested products/services. The government anticipates awarding multiple BPAs to responsible offerors whose quotes are responsive and represent the best value.

Additional Notes

• Aircraft Inspection: TPS will send inspectors to the vendor's facility prior to contract award to determine eligibility, with corrective actions allowed. Inspections will occur every 2 years or as needed, following USAF Airworthiness Bulletin AWB-340A.
• Fuel: TPS will provide JetA fuel at Edwards AFB. AVGAS (100LL) operations will occur from Mojave Airport until TPS can provide it at Edwards AFB.
• Training Volume: Typical class size is 24 students, with 2 classes per year, expecting a minimum of 48 sorties annually, plus 5-10 additional sorties for staff.
• Submission: Quotes must be submitted via email to both Brianna Vicsotka (brianna.vicsotka.1@us.af.mil) and Carlos Barrera (carlos.barrera.8@us.af.mil). Maximum email file size is 10MB. Oral offers are not accepted. Offerors must provide SAM UEI, TIN, CAGE Code, Contractor Name, Payment Terms, POC, Email, Warranty, Offer Expiration Date, FOB Destination, Estimated Delivery Lead Time, and completed FAR 52.212-3 or SAM.gov notification.
• Pricing: A complete pricing list, valid for a minimum of one year, must be included. Items not on the approved price list cannot be ordered without CO approval.
• Pilot Qualifications: Instructor pilots require a minimum of 1,500 flight hours (250 in type) and 500 instructor hours (50 in type). Prior USAF TPS instructing experience is preferred.
• Government Furnished: Includes custodial services, emergency medical services, security, utilities, crash/recovery support, hangar space (upon request), technical support, and aircraft fuel (JetA).
• Contractor Furnished: Includes management, personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.
