Purpose & Scope

The FDA's San Juan Medical Products Laboratory requires a new glassware washer to support its analytical methods for drug products. The current system is outdated, and the new system must offer modern capabilities, improve efficiency, and contribute to a safer work environment. The scope includes the supply, installation, and support for one (1) large-capacity glassware washer system.

Key Requirements

• Equipment: One (1) new, factory-manufactured glassware washer, not used or refurbished.
• Dimensions: Must fit a space of 42" W x 80" H x 33" D, with a minimum chamber load capacity of 26" W x 25" H x 26" D.
• Features: Stainless-steel washing chamber (316L), programmable touch screen controller, internal light, USB port, vented drying system, non-recirculated heated pure water rinse, integrated detergent drawer, additional chemical pumps, and various specialized accessories (spindle headers, protective mesh, transfer cart, pipette header).
• Services: On-site installation, supervision, start-up, verification, and familiarization training for 2-3 users at the San Juan, PR laboratory.
• Warranty: Minimum 12-month warranty covering parts and labor, including unlimited telephone/e-mail support, on-site repairs, and at least one preventative maintenance visit.
• Documentation: Installation/Operation Qualification (IQ/OQ) certification, instrument manuals, and user training certificates.
• Logistics: Inside delivery, shipping, and disposal of all packaging materials in San Juan, PR.

Submission Requirements

Interested vendors should submit a capability statement (maximum 5 pages) demonstrating their ability to meet the requirements. The statement should include:

• Company name, address, CAGE Code, and Unique Entity Identifier (UEI).
• Recommended NAICS code and business size status (including socio-economic status if small).
• Experience providing similar equipment/services, especially for Federal or commercial laboratories.
• Any GSA Schedule or government-wide contracts held.
• Domestic manufacturing status and compliance with Buy American and Trade Agreements Act (TAA) requirements.
• Technical specifications for the proposed solution.
• Indication of whether the company is the Original Equipment Manufacturer (OEM) or an authorized distributor/reseller (with documentation).
