• Price Submission: The contract is structured for billing by unit of service, not a labor hour contract. Bids should be based on price per service, as units will not be evenly distributed throughout the period of performance.

The Period of Performance (POP) start date is confirmed to be March 2026, aligning with the solicitation's indication rather than the PWS suggestion.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal Catholic Priest services to support the Ft. Belvoir Garrison Command Master Religious Program (CMRP), ensuring the free exercise of religion for military personnel, family members, and authorized civilians.

• Provide Catholic Priest services, including regular and special masses, sacraments, and confessions, as needed.

• Services must be performed by an ordained Catholic Priest endorsed by the Archdiocese for the Military Services (AMS) with faculties accepted by the AMS Archbishop.

• The contractor shall serve as a subject matter expert (SME) on Catholic matters and religious instruction.

• Services are to be provided on an "As Needed" basis, not requiring a traditional 9-to-5 work environment, and may include evenings, holidays, and weekends.

• The contractor shall not duplicate duties already performed by Unit Ministry Team (UMT) members, Department of the Army Civilians, or volunteers.

• Specific tasks include attending planning meetings, providing resumes and proof of faculties, conducting weekend/solemn holy day masses, weekday masses, confessions, and presiding over funerals, burials, and weddings.
