Submissions must consist of two separate, searchable Adobe PDF files: a Technical Quote and a Price Quote. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Technical quotes will be evaluated first for acceptability, considering factors such as Technical Approach, Management Approach & Quality Control, Key Personnel qualifications (including the required DD Form 2088 and Letter of Commitment), and Past Performance. Prices of technically acceptable quotes will then be evaluated for reasonableness.
Important Notes
Bidders must review Wage Determination 2015-4281 (15JAN2026), as it provides crucial minimum wage rates and fringe benefits for pricing proposals. Amendment 0002, posted February 13, 2026, updated solicitation documents and clarified key personnel requirements.
