Sources Sought Notice

This notice is issued solely for information and planning purposes to determine if there are at least two qualified small businesses capable of performing a contract for window replacement at Building 1674, Fort Detrick. The government intends to award a contract on a small business set-aside basis if sufficient interest is demonstrated. This is not a solicitation, and no contract will be awarded from this notice.

• Removal and replacement of all 89 existing windows and 2 bay windows in Building 1674.

• New windows must be aluminum, easy to maintain, meet Energy Star requirements, and prevent exterior elements from entering the building.

• The anticipated NAICS code is 238150 - Glass and Glazing Contractors, with a size standard of $19 million.

• Small business contractors awarded contracts above the simplified acquisition threshold must comply with FAR 52.219-14, Limitations on Subcontracting.

• Interested small businesses should submit information regarding their capabilities to the Contract Specialist via email by 03 March 2026, 12:00 p.m. EDT.

• Responses should include firm name, point of contact, UEI number, CAGE code, small business status/certifications, interest in prime contracting, subcontracting/teaming plans, detailed experience (size, scope, complexity, timeframe), information on commercial availability and pricing, suggestions for structuring requirements to facilitate competition, and any conditions that may restrict competition.

• This is intended as a small business set-aside.

• All socioeconomic categories of small businesses are encouraged to respond.

• No phone calls will be accepted.

• All questions must be submitted to the contract specialist.

• The government is not obligated to pay for any information provided.

Statement of Work (SOW)

To replace all 89 exterior windows and 2 bay windows in Building 1674 at Fort Detrick, Maryland, due to deterioration and failure to seal properly, allowing exterior elements to enter.

• Design-Build Process: The contractor will be responsible for the design and replacement of all exterior windows.

• Demolition: Removal and proper disposal of existing windows, frames, and necessary structural components. Temporary weather protection must be in place during window removal.

• Installation: Installation of new, aluminum, double-hung replacement windows with screens in brown (PANTONE 16-1221 TPX). Windows must meet Energy Star requirements for the North-Central Climate Zone and fit existing openings.

• Ancillary Tasks: Preparation of window openings, painting of exposed concrete block to match building exterior, reinstallation of existing blinds, and ensuring new windows prevent moisture intrusion.

• Windows must meet Federal and State building standards and Energy Star requirements.

• New windows must prevent moisture intrusion and be adequately sealed.

• Contractor must provide a one (1) year warranty on labor, materials, and resources.

• As-built documentation is required at project close-out.

• Place of Performance: Building 1674, 1674 Nelson Street, Fort Detrick, MD 21702.

• Completion Time: Within 120 working days after the Notice to Proceed (NTP).

• Site Visit: Contractor must conduct a site visit survey prior to commencing work.
