Purpose
NGA has a mission-critical need to implement AFE to enhance the efficiency and effectiveness of geospatial feature collection. This RFI aims to gather information on existing AFE solutions that can automatically detect and extract geospatial features from various data input sources, including imagery and raster maps, as outlined in the AFE Statement of Objectives (SOO).
Scope of Work
The RFI focuses on solutions that can:
- Provide and deploy a high-performing AFE capability as a service.
- Automate the identification and extraction of geospatial features from imagery and other source materials, including monoscopic and stereoscopic extraction.
- Integrate seamlessly with key NGA systems to support maritime, aeronautical, topographic, geographic, and geomatics mission domains.
- Ensure high-quality data with accuracy targets of 80% for topographic/maritime features and 90% for aeronautical features, incorporating analyst-in-the-loop validation.
- Enable seamless utilization via open APIs, using NGA standardized data formats (e.g., GeoDatabase, Shapefile, TDS 7.1).
- Meet stringent performance and security standards, including scalability, reliability, 99% availability, and compliance with DNI ICD 503.
- Address prioritized features for AFE, such as Buildings, Bridges, Roads, Runways, and various utilities, as detailed in Appendix A of the SOO.
Contract Details
This is an RFI for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment to procure. If a future RFP is issued, the envisioned period of performance is a 12-month base period with four (4) 12-month option periods. The primary place of performance will be the contractor's facilities.
