• The Solicitation Due Date has been extended from April 17, 2026, to April 24, 2026.

• A Site Visit has been added and is scheduled for April 15, 2026, at 1300. The meeting location is 95 Bastogne Ave, Fort Campbell, KY 42223.

• The response due date has been changed.

• A new site visit provision has been added to Section 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services.

• The proposal submission deadline has been extended to April 24, 2026.

• Potential offerors are now required to acknowledge the added site visit details.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish reliable DC power by replacing outdated rectifier and inverter components in the Unified Communications Center and ADNs at Ft. Campbell RNEC.

• Furnish and install new inverter modules and DC disconnects.

• Furnish and install new AC conduits, conductors, and circuit breakers.

• Furnish and install new rectifiers, RPM modules, and battery monitoring probes.

• Transfer power connections from existing systems to new systems.

• Disconnect and remove existing rectifier and inverter components.

• Perform initial acceptance testing.

• Provide shop drawings and product data for review.

• The work will be performed in buildings 95, 2579, 6079, 6642, 7030, B7254, and 7943.

• Shop drawings and product data review period: 30 days for each submittal.

• Work must be complete with an operational DC Power Plant within 365 days of Notice to Proceed (NTP).

• Liquidated damages of $337 per day will be assessed for project delays beyond the contract completion date.

• Period of Performance: 365 days from the date of award.

• Place of Performance: Ft. Campbell RNEC Unified Communications Center and ADNs in buildings 95, 2579, 6079, 6642, 7030, B7254, and 7943.

• Contractor qualifications: Minimum 10 years experience installing similar DC Plant/Inverter systems and minimum five years experience with high-reliability, data center environments (Tier III or IV).

• Contractor must provide Federal Tax ID, Unique Entity Identifier, and be registered in SAM.

• Contractor is responsible for all damages to government or private property and must have appropriate insurance.

• Work hours: 0730 to 1600 EDT, Monday through Friday. No work on Saturdays, Sundays, or federal holidays without COR approval.

• Safety: Comply with all applicable Federal, State, and local regulations, and EM 385-1-1.

• Security: All contractor employees shall be escorted by a facility representative and must comply with installation/facility access and local security policies.

• Training: AT Level I awareness training required for employees accessing Army installations. OPSEC Level I training required. Locally developed iWATCH Army Training.

• Controlled Unclassified Information (CUI): Compliance with NIST SP 800-171 is required.

• Payment: Via Electronic Funds Transfer (EFT) upon acceptance of completed work and final invoice.

• Warranty: All work, labor, and equipment warrantied for 1-year from completion.

• Training and O&M manuals to be furnished upon request.
