Purpose and Scope
Fort Detrick operates a Wastewater Treatment Plant (WWTP) and requires services for the storage, transportation, and composting of sewage sludge. The contractor will be responsible for providing containers, transporting dewatered sludge (at least 15% solids) from the WWTP to a composting facility, composting all accumulated sludge, and ensuring its utilization for beneficial use. The contractor must obtain all necessary permits, including the Sewage Sludge Utilization Permit from the Maryland Department of the Environment (MDE), and comply with federal, state, and local regulations.
