• Submission Method: Quotations are to be submitted via email to the Contract Specialist and Contracting Officer. Email size limit is 20MB; multiple emails may be used if necessary.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).

• Evaluation Factors: Technical and Price. Technical acceptability requires submission of all documentation and demonstration of capability to meet PWS requirements. Price will be evaluated for fairness, reasonableness, and balance.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide storage, transportation, and composting of sewage sludge generated at the Fort Detrick Wastewater Treatment Plant (WWTP).

• Provide containers for sewage sludge storage at the Fort Detrick WWTP.

• Transport sewage sludge from the Fort Detrick WWTP to a composting facility.

• Compost all accumulated sewage sludge.

• Ensure composted sewage sludge is utilized for beneficial use (e.g., land application, soil amendments).

• Obtain all necessary permits for transportation of sewage sludge, including the Sewage Sludge Utilization Permit from the Maryland Department of the Environment (MDE).

• Ensure transportation is conducted in accordance with Federal, State, and local regulations.

• Coordinate with Fort Detrick for timely pickup and transportation of sewage sludge (within 2 days of COR notification).

• Obtain regulatory approval for composting sewage sludge with elevated metal concentrations.

• Containers must be suitable for storage within the WWTP headworks facility without impacting treatment processes.

• Transportation must occur within 2 days of COR notification.

• Composting must be performed for all accumulated sewage sludge.

• Monthly written reports detailing composted sludge volume are required by the 5th day of the following month, confirming all sludge has been utilized for beneficial use.

• Contractor must comply with all applicable regulations, publications, and local policies.

• Contractor must provide a Safety and Health Plan for approval prior to commencing physical on-site work.

• Contractor must use sustainable materials (recycled/recovered products and USDA-designated biobased products) where feasible.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years, with an optional 6-month extension.

• Place of Performance: Fort Detrick WWTP, Frederick, Maryland, and a composting facility.

• Contractor must obtain required regulatory certifications for composting.

• Contractor must obtain all permits for transportation.

• Technicians/transport drivers must have at least one year of experience.

• Contractor must provide a contract manager and alternate.

• Contractor employees performing services on a Government installation must wear identification badges.

• Contractor must comply with physical security requirements and gate access procedures for Fort Detrick.

• Contractor must provide monthly reports on composted sludge volume.

• Contractor must report labor hours via the System for Award Management (SAM.gov).
