Scope of Work
This requirement involves emptying and cleaning the inside of the PORT (FWD) and STBD (AFT) Engineered Safeguards Diesel-Generator Fuel Oil Storage Tanks (EDO Fuel Tanks). The contractor must pump down approximately 10,000 gallons of fuel oil from the PORT tank and 5,000 gallons from the STBD tank, transporting and disposing of it offsite. Tanks must be cleaned to allow safe entry and visual inspections, removing sludge, particulate matter, and loosely adhered paint. The scope also includes providing and installing ventilation, "Gas Free" certification services, and disposing of all generated solid and liquid waste. Tanks must be completed one at a time.

Eligibility & Security
This opportunity is a Total Small Business Set-Aside. Vendors must be registered in the System for Award Management (SAM) database. Contractor personnel are required to possess a Department of Defense final-adjudicated Personal Security Clearance at the secret level and obtain DBIDS credentials for access to Norfolk Naval Shipyard. Technical Work Documents must be submitted five days prior to work, and MSDS sheets seven days prior to arrival for any chemicals used.
