• The acquisition is currently unrestricted.

• Offerors must provide a detailed description of their supply chain, transportation assets, and storage facilities.

• Access to EDSC requires specific entry procedures, and drivers must have appropriate badges.

• Registration in JCCS is mandatory for installation access and is a prerequisite for award.

Each commitment letter must include, at a minimum:

• Certificate of Quality for the product offered (for Supplier Letters of Commitment only).
• Reference to the specific and current Solicitation Number.
• Reference to the Product being offered for supply, transport, and/or storage.
• Reference to the Quantities of products, trucks, equipment, etc., being offered.
• Reference to the duration of the committed contractor's services in relation to the performance period.
• Reference to the pricing agreement specific and current to the solicitation.
• A statement that contingent upon award, offerors shall commence delivery within 48 hours.
• The letter must be signed and stamped by the owner/president/CEO of the company providing the service.
