Evaluation Factors

Award will be made to the responsible offeror whose quote is most advantageous to the Government, considering price and past performance. Factors are weighted as follows:

  1. Price
  2. Past Performance

The Government will evaluate offers starting with the lowest price. If the lowest-priced offeror receives a "Substantial Confidence" rating for past performance, they will be considered the best value. Otherwise, evaluation continues with the next lowest-priced offeror until a "Substantial Confidence" rating is achieved or all offers are evaluated. Past performance will be assessed for recency (within 3 years) and relevancy.

Important Notes

  • Offerors must be registered in the System for Award Management (SAM.gov).
  • Funds are not presently available; the Government's obligation is contingent upon the availability of appropriated funds (FAR 52.232-18).
  • An ombudsman (Mrs. Susan Madison, susan.madison@us.af.mil) is available to facilitate resolution of concerns, but does not participate in evaluation or alter timelines.
  • The Service Contract Act Wage Determination (Atch 04) is applicable and crucial for labor cost calculations.
