Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all labor, equipment, transportation, management, and supervision required to perform off-loading of vessel hatches and vessel cargo at Joint Base Charleston – Naval Weapon Station, Goose Creek SC.

• Provide a barge crane, operator, barges, rigger(s), and maneuvering vessel (tug).

• The barge crane operator must be certified for the size and type of crane operated.

• Comply with ASME B30.8, ASME B30.9, ASME B30.20, OSHA 1926 subpart CC, and 29 CFR 1917 standards.

• Provide rigging gear with current inspection.

• Crane must be capable of lifting vessel cargo to a minimum clearance height of 5' above the vessel.

• Provide sufficient barges or deck space for hatch cover(s) and cargo off-load, if required.

• If cargo offload is required, place 20' ISO container onto a contractor-provided barge and maneuver it aft of the cargo vessel to off-load cargo to transport vehicles on the pier.

• Crane must meet specific lifting capability requirements, including maximum diagonal lifting lug measurement, highest/lowest beginning lifting points, vessel dimensions, maximum lift distance, and maximum cargo weight (99,495lbs).

• Specific dimensions and weights for Hold 2 Hatch Cover, Aft Tween Deck, Fwd Tween Deck, and Hold 3 Hatch Cover are detailed.

• Off-loading performance is expected to be 12 hours maximum in duration (excluding travel).
